Enhancing student selectivity is one of the value orientations of the new college entrance examination.Subject selection policy expands students’ choice of examination subjects and is one of the policy measures to enhance student selectivity.Promoting the policy of selecting subjects for the new college entrance examination is conducive to the development of student interest in academic subjects and their personal characteristics,which is in line with CPC’s educational policies.Taking middle schools and colleges as the executive subjects,and students as target group of the new college entrance examination policy in Shanghai,and using the Smith policy execution model,this article builds up the research framework of the policy’s implementation situation from the four dimensions of policy,executive subject,target group,and policy environment.This article also analyzes the current status,implementation problems and optimization method of the new college entrance examination policy in Shanghai.The study found that since the implementation of the new college entrance examination policy in Shanghai,middle schools,universities and students have made arduous efforts to reform.The policy of selecting subjects for the new college entrance examination in Shanghai really reflects the original intention of putting people first and promoting the overall development of students in terms of satisfying students’ interest and selectivity.However,the following problems also appeared in the implementation:the grade assignment system needs to be improved,and the relevant guarantee policies have not been formulated;The problem of lack of resources in middle schools is prominent,and it is difficult to balance the professional development and the source of students in colleges and universities,the advocacy ability of colleges and universities is inadequate,and the communication between the middle school and the university is not smooth;the students’ lack of rational weighing ability,students’ subject selection is limited by the resources of the middle school;strong public opinion,deep evaluation of scores,etc.The optimization method for promoting the the new college entrance examination policy in Shanghai is as follows: First,optimize the grade assignment system and improve the policy supply;Second,strengthen the resource construction and career education in middle schools,strengthen the professional construction and enrollment publicity capabilities of colleges,and establish the relationship between middle schools and colleges Third,strengthen the students’ ability to choose and continue to study hard;Fourth,we should return to the basics of educating people,strengthen collaborative governance,and establish an incentive system.
