| With the rapid development of society,the various social problems have gradually become an important topic in social governance.Based on the factors such as transforming government functions and innovating social governance,social work institutions are playing an increasingly important role in solving some social problems.However,as the people’s needs for a better life grow day by day,the lack of external empowerment and internal empowerment makes it difficult for the growth of social work institutions’ capacity building to match the more diverse and higher requirements of vulnerable groups,which in reality presents the lack of power and development.Therefore,the research on the development dilemma and countermeasures of social work institutions is helpful to explore the development path of social work institutions in the new era and enrich the theory of social work.The geographical environment and cultural traditions of social work agencies in central China have more local characteristics.Meanwhile,as The development environment continues to improve,especially after the outbreak of COVID-19 in 2020,they have benefited greatly in terms of empowerment.For example,Hubei Province,with the support of the Ministry of Civil Affairs,introduced funds from the charitable institutions such as Tencent Charity Foundation and China Charity Federation.Another example is the establishment of the“five social institutions linkage” mechanism,actively linking volunteer and charity resources,etc.All of which provide practical soil for the “new localization” of social work.As an important city in central China,Xiangyang’s social work institutions are selected as the research object,which has certain universality and representativeness.The research is based on Xiangyang municipal social work institutions.Guided by the empowerment and empowerment theory,through literature review,Questionnaire survey and interview were conducted on managers of social work institutions,college teachers,front-line social workers and staff of relevant government departments,and the development predicament and countermeasures of social work institutions were analyzed.In view of the difficulties faced by social work institutions in management mechanism,professional quality,talent team,policy support,social cognition,financial security,diversified support and other aspects,the guidance of innovative Party building was adopeted to improve management measures to strengthen professional construction and create a good atmosphere for attracting and educating people,so that the internal power of social work institutions is constantly enhanced.By improving the policy system,strengthening publicity and guidance,ensuring funding,and innovating and integrating resources,social work institutions can be helped to enhance their external empowerment.Through the research,Capacity building is the foundation for the development of social work institutions.Currently,social work institutions are facing development bottlenecks,which are caused by insufficient empowerment and obstacles to ability stimulation,as well as limited self empowerment and difficulty in taking on more social responsibilities.To solve this problem,we should start with empowerment and empowerment.On the one hand,we should actively optimize the development environment,expand the supply of empowerment,and on the other hand,we should fully tap into our own advantages,stimulate internal motivation,and continuously strengthen the capacity building of social work institutions,in order to achieve scientific development of social work institutions. |
