In 2020,China achieved a significant milestone by historically eradicating absolute poverty,and the focus now shifts towards treating relative poverty.However,poverty has a deeper social connotation,and the difficulty of poverty governance is expected to increase.This calls for an urgent transformation of relief methods.Capacity-oriented poverty alleviation,as compared to traditional poverty alleviation methods,is developmental,emphasizing capacity enhancement to combat poverty and exploring endogenous driving forces through capacity building.It is committed to achieving sustainability in poverty alleviation.This research paper introduces Amartya Sen’s capability theory,which regards poverty as"the lack of substantive freedom," and highlights how the poor lack various abilities and conditions to help themselves out of poverty and improve their lives.To alleviate poverty,the study focuses on individual ability reconstruction and environmental improvement.The aim is to explore the practical methods of social work intervention in the capability of urban lowincome groups and build a capability-based social work intervention framework.The study focuses on four dimensions:physical and mental health,economic participation,social participation and welfare protection as crucial factors for improving the capability of lowincome groups.By adopting this approach,the study aims to enhance the capability of lowincome groups and promote their long-term well-being.Under the guidance of empowerment theory,this study conducted integrated interventions on six low-income people,utilizing case work,group work,and community work to stimulate endogenous forces,thereby enhancing individual capability.The interventions also aimed to build social support,while enhancing the social welfare.Based on these interventions,the study proposes intervention suggestions for improving the feasible ability of low-income families from the perspectives of clients,service content,and systems.Firstly,the study suggests expanding the scope of service object recognition based on capability,which involves identifying and prioritizing individuals or groups that require the most attention and support.Secondly,the study proposes providing long-term,sustainable,profound,and integrated social work services to address the multifaceted needs of low-income people.This approach ensures continuity and consistency of services,leading to more significant and lasting impact.Moreover,the study advocates combining the strengths of policies and capability theory,providing new ideas for the effective governance of urban persistent poverty.The integration of capability into the existing governance system can strengthen the system’s capacity to address the underlying causes of poverty,while promoting sustainable poverty alleviation.
