The entrepreneurship of college students has always been the focus of the public in recent years. In order to implement the strategy of Science and Education Promoting Shanghai Development, Shanghai Municipal Government started the Science and Technology Entrepreneurship Fund for College students on March, 2005. The policy greatly promoted the entrepreneurship activity of college students. This dissertation aims to deeply realize the whole process of the policy operation through the study of the policy formation and policy implementation.This dissertation starts with the introduction of China's entrepreneurship features, Shanghai's entrepreneurship characteristics and the current situation of entrepreneurship of college students, ensures the position of the Science and Technology Entrepreneurship Fund through finishing the Shanghai entrepreneurship policy for college students. Then makes the definition of science and technology, entrepreneurship policy, and discusses the general meaning of entrepreneurship activities of college students. Next, to know the world main stream by introducing and concluding: the way that overseas countries to support science technology entrepreneurship and related practices made by foreign colleges. From the perspective of higher education, the dissertation explicates the significance of entrepreneurship activities for the college. At last, this dissertation chooses the multiple streams of policy analysis method to analyze the reasons of the policy formation, and does a case study for the policy implementation concerning about the specific measures on how to implement the policy within the college, also makes some suggestions from three different levels: government, college and entrepreneur.
