Economic development has brought about changes in people’s working and living patterns,and family care function has weakened to a certain extent.In the context of the policy of reducing the burden of students,parents’ working time is often difficult to connect with their children’s school time,so after-school care services have emerged to help parents alleviate the problem of the vacuum period.The society has an urgent need for it,and the contradiction between parents’ high demand and high expectation for after-school care services and the insufficient supply and poor quality of care services has become a livelihood issue.After-school care service is regarded as an extension of education,and high-quality after-school care service plays a positive role in promoting the healthy growth of students.In response,the Ministry of Education issued policies,requiring local education departments to strengthen their responsibilities,primary and secondary schools need to play an main and important role in after-school care services for school students.Fuzhou has been paying attention to after-school care services since 2010.In recent years,Fuzhou has made some achievements in promoting in-school care and exploring community care,and has also issued a series of documents to implement this work.However,in the process of exploring after-school care services,there are still some problems,such as poor promotion degree of in-school care,awkward situation of community care,and free supervision of off-campus care institutions.This paper defines the concept of after-school care and after-school care service system,analyzes the applicability of system theory,welfare pluralism,stakeholders and governance theories to this study,and introduce the current status of after-school care service system in Fuzhou through questionnaire survey,interview,literature review and other methods.The result shows that the main problems of the current after-school care service system are reflected in the following aspects: poor policy implementation effect,imperfect service subjects,lack of service talents,unbalanced service development,excessive supervision and lack of supervision.The root causes of the above problems are imperfect policies and laws,insufficient awareness of participation of the main body,lack of talent team construction,insufficient funds and multiple management.In view of the weak links and practical contradictions existing in the current after-school care service system,and on the basis of referring to the successful experience at home and abroad and combining with the actual situation of Fuzhou,the following suggestions are put forward for the construction and optimization of after-school care service system in Fuzhou: public welfare huimin,reasonable charges,mobilize all parties to participate,flexible form,adjust measures to local conditions,step by step.To help families alleviate the worries of after-school child care,it is necessary to improve the legal and policy environment,cultivate multiple service subjects,expand the way of service provision,strengthen personnel construction,optimize the team structure,scientifically arrange capital investment,perfect the cost allocation mechanism,implement the evaluation and supervision,and guarantee the service quality.
