Research On The Evaluation Index System Of Service Capability Of Community Home-based Elderly Care Centers

In recent years,with the increasingly serious social problem of "population aging",how to realize "support for the elderly" is a practical problem that China urgently needs to solve at present.As a new type of pension mode,the community home-based pension has the characteristics of low pension cost,wide coverage,and diversified service supply.It not only relieves the huge pressure of "421" family structure on traditional family pensions,but also makes up for the demand for institutional pensions.The dilemma of insufficient supply has become the best choice to cope with the "silver hair wave".However,China’s community home care service is still in its infancy and conditions are not mature in all aspects.Especially in the development process of community home care service centers as the main supply subject,there are still many problems such as weak infrastructure,single service items,chaotic internal management,and lack of professionalism in the service team.Therefore,in order to promote standardized operation,guarantee service quality,strengthen supervision and management,it is necessary to establish a scientific community service evaluation index system for residential home care service centers.The social work institution where the intern was authored was commissioned by the Wuhan Municipal Bureau of Civil Affairs to carry out the research and formulation of the local standard "Evaluation of Residential Care Service Facilities in Urban Communities in Wuhan City".Therefore,the author uses Wuhan as a case for this article.First,the literature research method was used to sort out relevant evaluation research results in Wuhan and other places in China,and initially set up an evaluation index system.Secondly,based on field surveys and interviews,to understand the actual situation and assessment status of Wuhan residential home care service centers,and further modify the indicator system.Then,a questionnaire survey method is used to ask for opinions from relevant personnel,and the indicators are empirically screened.The analytic hierarchy process is used to determine the index weights,and a complete service capability evaluation index system is established.Finally,the corresponding countermeasures are proposed from three aspects: the system,the evaluation subject and the evaluation procedure.
