The Long-term Care Service System Of The United States Japan And Germany And Its Inspiration And Countermeasure To China

The current trend of population aging has spread to almost every country or region,the various social,economic and political problems caused by the aging of the population has seriously hindered the development and progress of each country or region.China is a country with a large population,the aging trend emerged in 2000,and with China's economic development and the improvement of health conditions,population aging speed showing a growth trend of progressive”.According to the 2016 national economic and social development statistics bulletin statistics show that,as of the end of 2016,China's 60 years of age and above the total population of more than 23000 people,accounting for about 17%of the total population.According to the definition of population aging in the United Nations,when a country's population aged 60 years and above accounts for more than 7%of the total population,it means that the country has entered an aging society.Therefore,it is not difficult to see that the problem of population aging in China is quite serious.As for the aged groups,the physical and mental distress caused by the old disability can not be solved in a timely and effective manner,and it will bring great hidden danger to the long-term and stable development of our society.Throughout the foreign countries,many countermeasures are put forward to deal with this problem,and the long-term care insurance system is undoubtedly an effective measure to cope with the long-term care needs caused by the elderly disability.After fully realizing the importance of establishing a long-term care insurance system,our country began the pilot work of long-term care insurance system in 15 cities nationwide in 2016.This paper mainly focuses on the current China's long-term care insurance system pilot work background,according to the independent insurance and Medicare attachment type two models,the current development of "Nantong,Changchun,Qingdao three pilot city of long-term care service system research and analysis,summed up the successful experience of China in the long term care service system in the construction process and the existing problems,combined with the valuable experience of the United States,Japan and Germany in the development of long term care service system,to establish and improve the long-term care service system put forward some enlightenment of our country,finally the author through the analysis of role orientation and coordination and cooperation to participate in long-term care service responsibility the multiple main responsibility in China is committed to the long-term care service system construction and development of the role of rationalization proposals,Therefore,it is beneficial to further improve our long-term care service system and greatly meet the needs of the elderly disabled care services in china.This paper mainly uses Maslow demand theory,active aging theory,welfare pluralism theory,role orientation and coordination of all the main responsibility and system construction in China to study the long term care service system through literature research,qualitative analysis,theoretical analysis and other methods of cooperation problems.Look from the structure,the two part of the thesis mainly presents the background,related concepts and theories as the entry point of the paper writing;the third part is the current situation of the development of long term care service system of typical countries are described based on summed up the successful experience and existing problems of their own the fourth part is the main framework;long term care insurance system typical pilot city of long-term care for the current review of their development status was evaluated,and based on the current our country according to the general situation of the development of long-term care service system were collected and summarized,finally combined with the development experience of foreign the further development and improvement of the long-term care system proposes the enlightenment and Countermeasure in our country.Overall,this paper insists on the construction of China's long-term care service system should be based on the "service" is the premise of social long-term care providers,through long term care service system for the development of the globalization of the experience of China's long-term care service system and how to build long-term care service system should be the main responsibility to the division of labor research and analysis and cooperation,to further meet the needs of our old age disability groups of long-term care service needs and improve our long-term care service level and put forward reasonable suggestion and countermeasures.
