The Modern Apprenticeship is an advanced training mode in higher vocational education.Compared with the traditional education mode,this mode is more suitable for the actual needs of industrial enterprises to train students.The Modern Apprenticeship plays an important role in deepening the cooperation between schools and enterprises in vocational education as well as the integration of industry and education.It is also an important way in the reform of vocational education.With the issuance of a large number of relevant national policies,Sichuan,as a major province of vocational education,is actively exploring how to do it.With the implementation of the provincial Modern Apprenticeship,higher vocational colleges in Sichuan have made remarkable achievements in relevant aspects.However,we have to admit that there are some obvious problems in the process of policy implementation.Through the optimization of policy implementation,the Modern Apprenticeship can play its educational function in a better way,and train more high skilled students for Sichuan and boost provincial economy.Based on the Stakeholder Theory and Collaborative Governance Theory,this paper constructs an analytical framework for the implementation of the Modern Apprenticeship policies in Sichuan Vocational Colleges.On the basis of the survey data in the form of questionnaires and interviews,it analyzes the problems in the implementation of the modern apprenticeship policy in Sichuan Vocational Colleges from the perspective of the division of participants in the policies implementation: insufficient government leadership,enterprises are not active in apprenticeship training,weakness in the construction of double tutor team,less active participation consciousness in students.The main reasons for the above problems are as followed,the government’s overall planning and coordination of the modern apprenticeship system in higher vocational education is not perfect,including the weak inter departmental coordination and linkage mechanism of the government and the failure to power the industry to establish an apprenticeship training quality evaluation system the supporting policies for enterprises to participate in the Modern Apprenticeship system of higher vocational education need to improve,including the laws and regulations on the Modern Apprenticeship,and the policy operability of enterprises to participate in the Modern Apprenticeship for higher vocational education is not strong,the government’s incentive measures for enterprises to participate in the training of Modern Apprenticeship in higher vocational education are insufficient,including insufficient financial subsidies,difficult implementation of tax reduction and exemption,social benefit incentives,imperfect system of school enterprise cooperative construction of double tutors,including unclear selection criteria of double tutors,lack of standardized training of double tutors,and imperfect evaluation of double tutors,Governments schools and enterprises do not cooperate to stimulate the endogenous motivation of students’ participation,including insufficient publicity of the modern apprenticeship system and unclear self-positioning of students.In the process of problem analysis and cause analysis,the author draws on some excellent practices of Modern Apprenticeship at home and abroad,and on this basis,combined with Stakeholder Theory and Collaborative Governance Theory,proposes to strengthen the overall planning and coordination of the government for modern apprenticeship in higher vocational education,improve the supporting policies for enterprises to participate in modern apprenticeship in higher vocational education The corresponding countermeasures and suggestions to stimulate students’ endogenous motivation through the cooperation of government,schools and enterprises,with a view to better implementation of the policies.
