In 2019,the gross enrollment rate of higher education in China reached 51.6%,which indicates that China has entered the threshold of the popularization of higher education.According to Martin Trow’s popularization theory,the characteristics of higher education in the popularization stage will change significantly,including the changes in the enrollment and selection system,concept and function of higher education.The connotation of higher education popularization will change from the continuous growth of gross enrollment rate to learning society.The popularization of higher education and the increase of gross enrollment rate have driven the growth of rural youth’s willingness to accept higher education.With the advent of a learning society,a social atmosphere of universal learning and lifelong learning has been formed.It is not only the privilege of the urban population to live and learn.The popularization of higher education provides opportunities and possibilities for the rural population to generally receive higher education.The development of rural higher education can meet the needs of rural residents to receive higher education.At the same time,the national implementation of the Rural Revitalization Strategy,the development of county economy and the arrival of anti urbanization not only call for the development of rural higher education,but also provide opportunities and conditions for the development of rural higher education.This paper mainly studies the following aspects: What is the current situation of the development of rural higher education in China?What is the necessity and feasibility of the development of rural higher education in China? How to conceive the development of rural higher education in China? What is the Enlightenment of the practical experience of rural higher education in the United States and Japan? How to promote the development of rural higher education in China?Firstly,this study summarizes the era value of the development of rural higher education from four aspects: the development of rural higher education is the realistic demand of rural youth to "go to university",an important measure to build a learning society,the call of the times to promote rural revitalization,and the internal demand to build China’s high-quality higher education system.Secondly,in order to understand the development status of rural higher education in China,this study uses the method of combining statistical analysis and case analysis in the third part.According to the national list of colleges and universities published by the Ministry of education on September 30,2021,the number of higher education institutions in rural areas is counted,thedevelopment overview of rural higher education is obtained through analysis,Investigate and analyze other adult academic education institutions and adult non academic education institutions,and the three higher education institutions in rural areas are analyzed.Thirdly,the fourth part of this study uses the comparative research method to carry out the research.Through the comparative study of the practical experience of running rural higher education in the United States and Japan,this paper summarizes the enlightenment and reference for running rural higher education in China.Fourthly,put forward the practical conception and basic principles of the development of Rural Higher Education: School Layout-located in rural areas,creating conditions for learning everywhere;Form of Enrollment-open enrollment to ensure the right of everyone to study;Educational function-combining academic education with non academic education to improve competitiveness and quality of life;Teaching content-supermarket distribution,providing all kinds of courses to learn;Training mode-learn as you go and give you the opportunity to learn from time to time.Basic principles: adhere to the principle of hand in hand and synchronous promotion of the popularization of higher education and the development of a learning society;Adhere to the principle of improving adaptability and quality of life according to different people and time;Adhere to the principle of "extending rural areas" and "born in rural areas" according to local conditions and step by step;Adhere to the principle of multiple investment and mutual benefit between government and private schools;Adhere to the principle of combining online teaching with offline teaching and focusing on offline teaching.Fifthly,it analyzes the feasibility of the development of rural higher education in China from four aspects: the national education development strategy and plan create a policy environment for the development of rural higher education;The continuous growth of national financial and social wealth provides financial guarantee for the development of rural higher education;The huge enrollment space of rural school-age youth and the return of rural personnel have reserved a large number of students for the development of rural higher education;Rural Revitalization and urbanization provide a strong driving force and broad space for the development of rural higher education.Sixth,finally,it summarizes the countermeasures and suggestions to promote the development of rural higher education in China: the government should actively lead the layout and create a high-quality rural higher education system;Colleges and universities should have the courage to meet challenges and innovate the mode of rural higher education;The society should vigorously support the county to run universities and create environmental conditions for development;Citizens should actively adapt to changes and establish the concept of lifelong education.
