Education is the greatest livelihood of the people,the foundation of building a country and the foundation of rejuvenating a country.The balanced development of compulsory education is the "starting point" of educational fairness,the "basic point" of social fairness and justice,and the "main theme" that my country’s public education policy is constantly pursuing.General Secretary Xi Jinping also pointed out: "Educational equity is an important basis for social equity".However,in the process of continuous improvement of the national compulsory education level,many cities in our country still have the phenomenon and problem of uneven development of compulsory education to varying degrees,and are still faced with people’s growing educational and cultural needs and insufficient development of educational resources.,various contradictions and complex problems between imbalances.Therefore,this paper takes Jincheng City as an example to study and analyze the relevant situation of the balanced development of compulsory education in the city.This thesis consists of introduction,main body and conclusion,and mainly consists of the following six parts.The first part is the introduction.This part mainly expounds the research background and significance of the paper,the research status at home and abroad,and the research ideas,methods and innovations of this paper.The second part is the basic concepts and related theories.This part is based on theoretical paradigms such as the educational equilibrium theory,the Marxist educational equity theory,and Xi Jinping’s important expositions on education,and expounds the basic concepts of compulsory education,educational equity,and balanced development of compulsory education.At the same time,it points out three important meanings of promoting the balanced development of compulsory education.The third part is the analysis of the status quo of the balanced development of compulsory education in Jincheng.This part mainly analyzes the basic situation of the balanced development of compulsory education in Jincheng City,the main measures of balanced development,and the effectiveness of the measures.The fourth part is about the problems and reasons in the balanced development of compulsory education in Jincheng.For example,in the stage of compulsory education,the layout of schools is not reasonable,the allocation of teachers between urban and rural areas is uneven,the allocation of educational facilities between schools is uneven,and the implementation of government public education policies is difficult.The reasons for these problems are the lack of scientific layout planning,unbalanced development between urban and rural areas,unbalanced investment in education funds,and unsmooth implementation of education policies.The fifth part is about the countermeasures and suggestions to promote the balanced development of the municipal compulsory education.Based on the actual development of compulsory education in my country,this part proposes to improve the policy system,improve the supervision mechanism for the balanced development of compulsory education,narrow the gap between urban and rural areas to promote the balanced development of urban and rural compulsory education,reform ideas to promote the continuous improvement of teachers’ professional quality,deepen the balanced development and continue to promote the management of compulsory education.Reform and other feasible strategies to help the balanced development of compulsory education in the city.The sixth part is the conclusion,which summarizes the research of this paper.
