Nowadays, with the rapid development of our country's economic construction, people's life, living conditions have improved significantly. On the basis of rich material, people pay more attention to the education, especially compulsory education, which not only be displayed in the government, but also be manifested in the folk. Balanced development of compulsory education has become the focus of social question, and it is not only the development of modern education orientation, but also the current mainstream and main content of the education reform. The development level of a national education is the judgment basis of a country's major quality in government's public service. Also is the basic standard of a country's education condition. Since new China was founded, the educational career had gotten a great progress and development. Advocating and implementing compulsory education to be developed regularly not only have similar scraping the bone to erase poison effect, but also contains the concept of the update, strategic transition and the important significance of scientific development. At present, either from practice or theoretical aspects, all need fundamentally to understand that balanced development of education itself has a significant meaning for a country's development. Therefore, compulsory education in the poor region of our national should be given a lot of support and research.This research mainly has five parts. The first part is the introduction part, mainly introduces the significance of this paper, the definition of relative concept, the ideas and methods of study situation.The second part mainly introduces the compulsory education between rural and urban, the situation and duty of balanced development in regional education, the general ChunHua county natural condition and social economic conditions, and its achievement. Besides, understand and analysis the ChunHua's balanced development situation.The third part through interviews and the form of questionnaire investigation on certain schools and education management personnel, separately from the aspects of education funds, duty teachers, school running conditions, information level and education quality, the author analyzed and obtained the result of the local condition education of the balanced development.The fourth part is based on the third part's the balanced education understanding and the related information and material, reveals the main problems in the compulsory education. Economic development lags behind, the policy for urban and rural compulsory education has difference, social culture, idea discrimination, rural teachers' work enthusiasm is not high, which lead to rural compulsory education development disproportion.Final part is the development of urban and rural primary and secondary schools in actual problem, and puts forward to some concrete countermeasures and Suggestions, government entities at all levels shall establish the concept of urban-rural integration development. Simultaneously intensify and establish education fund investment in county area, maintain the teachers exchange mechanism between urban and rural, also innovate the management mechanism.This thesis feature of research is:Basing on the existing research of education management, using the pedagogy, multidisciplinary and philosophy of balanced education development with present situation and existing problems of the research on the system. And through the investigation and the interview method won its obligations of the existing problems in the education development, thus finally summarized its relevant path of realizing balanced development of education.
