On 24 July 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Students’ Homework and Off-Campus Training at the Compulsory Education Stage,which aims to focus on building a high-quality education system,strengthening the role of the main school education forum and deepening the governance of off-campus training institutions.The policy focuses on reducing the burden of homework and off-campus training for students in compulsory education,so that children can have more time to develop their physical and mental health and improve their overall quality.The implementation of the "double reduction" policy has led to new opportunities for the development of non-disciplinary out-of-school training such as sports.However,in some regions,especially Jiangsu Province,youth out-ofschool sports training institutions,in the pursuit of commercial interests,have problems such as duplication of courses,high tuition fees and false propaganda,which have a negative impact on the physical and mental health and overall development of young people.This has had a negative impact on the physical and mental health and overall development of young people.Therefore,in order to safeguard the healthy growth and overall development of young people,it is imperative to strengthen government supervision of out-of-school sports training institutions for young people in Jiangsu Province.Only by establishing a scientific,standardized and efficient regulatory system can we eliminate some unreasonable training institutions and industry chaos at source,provide safer,high-quality and effective sports training services,and promote the allround development of young people and the sustainable development of society.This study firstly analyzes the history of the development of youth out-of-school sports training institutions and the historical evolution of their regulatory policies;secondly,through in-depth interviews,it analyses the current situation and existing problems of youth out-of-school sports training institutions and their governmental regulation in Jiangsu Province:finally,it comprehensively proposes relevant pathways for the governmental regulation of youth out-of-school sports training institutions in Jiangsu Province.The main findings of this study are as follows:1.Since the reform and opening up,the development of out-of-school sports training institutions for young people has experienced a nascent start,initial formation and rapid expansion,but compared to the large-scale sports training market,government regulation has seriously lagged behind.and it was not until the "double reduction"policy was introduced that a more standardized regulatory system began to form.Therefore,after the introduction of the "double reduction" policy,youth out-of-school sports training institutions began to enter a new stage of development in terms of deepening integration:2.although the number of out-of-school sports training institutions for young people in Jiangsu Province has slowed down due to the epidemic,it has not yet reached saturation level compared to the huge youth population.The number of institutions in the province is positively correlated with the level of regional economic development,with small and medium-sized institutions still accounting for a large proportion,and the overall market situation is less concentrated with a lack of regional leading brands;3.the governmental supervision of youth out-of-school sports training institutions in Jiangsu Province is still in its infancy,and there are difficulties such as inadequate supervision policies and regulations,weak supervisory force,unformed crossdepartmental coordination supervision mechanism,unclear supervision contents and standards,and lagging behind in the selection and application of supervision tools:4.In view of the real dilemma of government regulation of out-of-school sports training institutions for youth in Jiangsu Province,five aspects should be optimised:improving the relevant regulatory and rule of law system,strengthening the construction of regulatory infrastructure,improving the cross-sectoral regulatory mechanism,formulating relevant standards in line with the actual situation of the market,and innovating regulatory methods and approaches. |
