The ideological and political course in senior high school is an important course to complete the important goal of cultivating people by virtue,and the establishment of the core quality of the discipline is an important symbol to realize the important goal of cultivating people by virtue.The core qualities of ideological and political courses in senior high school are political identity,scientific spirit,rule of law consciousness and public participation.The four subjects blend with each other."Public participation" aims to cultivate students’sense of responsibility and practice,and is the conscious externalization of"political identity","scientific spirit" and "legal consciousness".Group cooperative learning is closely related to public participation literacy.This paper tries to explore the important value and basic path of group cooperative learning to improve the efficiency and goal of high school ideological and political courses from the basic perspective of public participation literacy.The paper uses literature research,investigation research,classroom observation and other methods to make a systematic theoretical and practical exploration of the organic combination of public participation literacy and group cooperative learning in high school ideological and political course teaching.First,the concept of public participation literacy and group cooperative learning is defined,the four dimensions of public participation and the basic theory of group cooperative learning are expounded,and the value of group cooperative learning from the perspective of public participation literacy is discussed.Then,through the investigation of practice school teachers and students,found in the former high school education group students in the public participation consciousness is not strong,public participation knowledge,ability,lack of public participation experience and participation in evaluation,the cause of the problem is that students by exam-oriented education teachers lack of training and exercise,group cooperation organization arrangement and teaching evaluation.Moreover,according to the quality of public participation,the optimization path of group cooperative learning is proposed,including teachers ’ guidance of the significance of group cooperative learning,optimizing the process of group cooperative learning,and the integration of teaching resources and students’participation experience according to the establishment of a scientific evaluation system.Finally,the research conclusions are used to design the teaching,and the content of the compulsory three textbook "Politics and the Rule of Law" is selected to implement the cultivation of students’ public participation literacy through the new group cooperative learning design.The conclusion of the research shows that group cooperative learning is conducive to the cultivation of core literacy in the learning process,and to the routine and activity of the cultivation of public participation literacy.Through group cooperative learning,students can not only exercise their communication and coordination ability,but also promote the comprehensive improvement of the core quality of the discipline,and truly implement quality education.In the process of group cooperative learning,students ’ subject status is improved,and the subjects’awareness of participation is also stimulated,so that the core quality and discipline activities required by curriculum standards are organically integrated.
