Research On The Predicament And Optimization Strategies Of Juvenile Protection From The Perspective Of Ecological Systems Theory

As a vulnerable group and the future of the country,the growth of minors has always received widespread attention from all sectors of society.At present,China’s modernization process is accelerating,and the safety of minors is also being increasingly threatened.Issues such as domestic violence,sexual assault,and campus bullying are constantly emerging,and the safety of minors cannot be ignored.On June 1,2021,the newly revised Law of the Law of the People’s Republic of China on the Protection of Minors on the Protection of Minors was promulgated and implemented,requiring the civil affairs department to act as the leading agency for the protection of minors,and the governments at all levels to establish a leading group for the protection of minors,coordinate and coordinate the protection of minors,and effectively ensure the safety of minors.Therefore,based on this background,this article takes Y County as the research location and adopts participatory observation and semi-structured interview methods to investigate the overall situation of juvenile protection in Y County.Using the Ecological systems theory,this paper attempts to analyze the plight of the protection of minors from the micro,meso,outer and macro systems,and proposes optimization strategies on this basis.Through on-site research,it has been found that a child protection network has been formed,led by a leadership group for the protection of minors,with the participation of protection entities such as the government,families,schools,streets,and communities.Child supervisors and child directors are well equipped,and child protection institutions such as juvenile rescue and protection centers,street protection stations,and children’s homes are currently under construction and improvement.According to the analysis of interview data,there are still many difficulties in safeguarding children’s rights in the protection of minors.At the micro level,from the perspective of children themselves,children’s self-protection ability is insufficient.In the meso system,family protection is disabled,school protection is dysfunctional,and the abilities of grassroots children’s workers are insufficient.In the outer system,there are unequal resources for children’s services,a shortage of professional child protection personnel,and a lack of coordination among departmental linkage mechanisms.In the macro system,the operability of policies is relatively weak,and there is a conflict between children’s rights and traditional concepts.In response to the above-mentioned difficulties in the protection of minors,this article proposes the following optimization strategies,which can enhance children’s self-protection awareness at the micro level.In the meso system,it is possible to promote family education guidance,implement mandatory reporting and punishment measures,and develop multiple measures to cultivate children’s workers.In the outer system,it is possible to attract professional social workers and improve communication and collaboration mechanisms between various systems by improving the construction of social work stations.In the macro system,policy content can be refined and improved,and advocacy activities can be carried out to promote the development of the concept of children’s rights.This article believes that the best way to maximize the effectiveness of minors’ protection work is to weave a collaborative network centered on children,with the core purpose of enhancing children’s self-protection ability and establishing awareness of children’s rights.At the same time,we should attach importance to the power of other protection subjects,promote the construction of grassroots juvenile protection work,improve the mechanism for juvenile protection,and weave a dense network of juvenile protection from bottom to top.
