At present,third-party evaluation plays a positive and important role in effectively participating in social governance and promoting social innovation.It not only actively advocates policies and guides the improvement of social policies,but also promotes the public to obtain social service information through the third-party evaluation results.However,third-party evaluation agencies are responsible not only to the government,but also to social service organizations and clients,which makes third-party evaluation practitioners often fall into a dilemma of value judgment and choice.At present,there is little research on the ethical dimension of third-party evaluation.On the one hand,there are many ethical problems in the practice of third-party evaluation.On the other hand,the ethical dilemmas in evaluation hinder the professional evaluation and the third party evaluation function.Therefore,the author has been deeply involved in the evaluation of many projects in which the government purchases social services in Shanghai,established a good relationship with the evaluation practitioners of the Xindi organization,and collected research data mainly by the method of participatory observation and semi-structured interview.Based on the cognition of the ethical dilemmas of the third-party appraisal practitioners,this paper sorts out the multiple ethical dilemmas existing in the appraisal practice through interviews with the third-party appraisal practitioners,analyzes the causes,and puts forward the main coping ideas of the third-party appraisal practitioners in the face of ethical dilemmas.Through the study of evaluation ethics,the function of third-party evaluation to promote construction can be better played,which is conducive to the more professional development of the third-party evaluation industry.It is found that the awareness and cognition of third-party assessment practitioners in Xindi organization to ethical dilemmas are mainly derived from their own professional quality and the accumulation and summary of practical experience in assessment.Due to the different values and goals pursued by each subject,the practitioners of third-party evaluation are faced with the ethical dilemma of confusion of role ethics and anomic operation ethics.On the one hand,multiple identities may mean adverse selection and moral hazard.The role selection in the face of the receiver means that its attitude and behavior towards the evaluation results will not be conducive to the good development of the project evaluation.The receiver’s lack of capacity,coupled with its passive acceptance and selective avoidance attitude and behavior in the face of problems,make the evaluation difficult to carry out.The lack of client supervision makes the evaluation results and their effectiveness difficult to play;On the other hand,when the model is gradually rigid,procedures are not standardized and indicators are not targeted,the problems brought by the evaluation process will not only increase the probability of third-party evaluation practitioners facing ethical dilemmas,but also increase the difficulty of post-treatment of ethical dilemmas.In view of the ethical dilemmas arising in the third-party evaluation,this paper proposes strategies to deal with the ethical dilemmas of third-party evaluation practitioners from the short-term,medium-term and long-term levels.The short-term level includes the combination of the commonness and individuality of evaluation indicators and the regulation and implementation of evaluation procedures;the medium-term level includes the strengthening of system and mechanism construction,the deepening of subject participation and the strengthening of communication.The long-term aspect includes strengthening the professional construction of assessment practitioners and enhancing their self-realization and development ability.
