Research On The Urban Housing Poverty Of The New Generation Of Floating Population

Housing is not only the focus of traditional social policy research,but also an indispensable pillar of modern welfare state.Housing poverty is an important dimension of multi-dimensional poverty,which is closely related to health,income and other dimensions of poverty.Young migrants are the most disadvantaged group in urban housing.Under the background of new urbanization,great importance should be attached to the situation and security of housing poverty of the new generation of floating population,in terms of alleviating multidimensional poverty,improving social welfare and promoting social solidarity.This paper utilities the multi-dimensional poverty theory and housing career theory.Based on the dwelling attribute and right attribute of housing,this paper constructs a multi-level housing poverty dimension and measurement standards including poverty in housing area,poverty in housing affordability and poverty in housing rights.Besides,based on the data of the 2020 Urban Floating Population Survey in Yangtze River Delta,this paper describes the level and structure of housing poverty of the new generation and explores the generation logic of housing poverty of the new generation.Based on the empirical analysis,it reveals that 34.68%of the new generation encounters housing poverty in the host city,of which 22.51%is poverty in housing affordability,8.01%is poverty in housing area,and the proportion of double poverty is the lowest.Compared with non-first-tier cities,the migrants in first-tier cities have a higher level of housing poverty,the ratio of poverty in housing affordability of knowledge migrants is higher than that of migrant workers,and the ratio of poverty in housing area of migrant workers is higher than that of knowledge migrants.The migrants with home ownership are further away from poverty in housing area and housing affordability.Purchasing property right housing in the host city to get rid of housing poverty,however,relies on strong family support.The migrants renting a house encounter the contradiction of housing habitability and affordability,which is more obvious in the first-tier cities.Knowledge migrants in first-tier cities need to bear heavy housing burden to meet their basic living space needs,while the migrants living together with family members have to live in inadequate housing space to reduce the housing burden.Migrants with greater job stability are less likely to face poverty in housing area and housing affordability.The housing poverty of the new generation is a kind of housing strategy chosen in the process of housing career,which is a rational and limited option to deal with the high housing cost in big cities.Based on the findings,it concludes that the new generation of floating population needs to be more widely integrated into the housing security system.Besides,the "Renting and Purchasing" policy should be improved to keep the housing rental and sales market healthy and stable,form a stable housing expectation,help the new generation climb the housing ladder and ensure the new generation’s right to urban housing.
