Study On The System Of Discriminating Housing Supply Of Floating Population In Large Cities

Since the reform and opening up,with the rapid growth of economy and the deepening of urbanization,more and more people have gathered in big cities and mega cities,and many large cities have appeared.A large number of floating population bring huge economic vitality to the city,but also impact the city's original housing supply system.In the past 30 years,the city housing reform gradually formed a housing supply system in the housing market and housing security parallel,namely to low-income families as the object of social security,affordable housing and public rental properties(including low rent housing)supply system and high-income households to commercial housing supply system.However,both the market-oriented housing supply system and the indemnificatory housing system have different degrees of discrimination against the floating population.In the aspect of the reform of the housing market Chinese take welfare housing property and housing commercialization double wheel drive form to promote,and lead to system segmentation and market differentiation caused by housing inequality superposition:welfare housing property rights on the basis of the original welfare housing distribution system,the flowing population is completely closed;housing commercialization reform,reform early permitted and even encouraged the floating population to buy housing in the city,outside the system of personnel can benefit from the development of housing market,reducing the housing inequality,but with rising prices and dedicated flowing population is becoming more and more strict restriction policy,and the large city to control the population size of the low end of the rental housing market strict control,constitute serious discrimination against migrants.In terms of affordable housing,affected by institutional inertia,land resources constraints and housing prices and other factors,the floating population is basically excluded from the enjoyment of the outside.Although from the current point of view,discriminatory housing system helps to temporarily alleviate the large city like Shanghai's population pressure and the various problems caused by the city,but in the long run,the discriminatory housing system against the principles of social justice,but also hindered the urbanization process and the market efficiency based on human resource flow finally,is not conducive to the sustainable development of city economy.In view of this,the local government should have more channels to solve the housing problem of different levels of floating population in the city,from the macro perspective to promote the integration of urban and rural housing reform.eliminate the institutional segmentation,and gradually establish a city full coverage of the housing supply system.From the microscopic point of view,we should gradually eliminate the market housing discrimination,establish a multi-level housing system,and conditionally expand the coverage of the floating population to the floating population conditionally.
