China’s Education Modernization 2035 proposes to "pay more attention to the all-round development of students,vigorously develop quality-oriented education,and promote the organic integration of moral,intellectual,physical,aesthetic and labor education".However,there is still a gap in the implementation of the new concept of education due to the unbalanced development between the five education and the large gap in the educational level between the eastern and western regions.Taking Marx’s theory of all-round human development and Suhomlinsky’s comprehensive and harmonious development of personality as the main theoretical basis,this paper analyzes the implementation and existing problems of the school-based curriculum under the concept of"five-education integration" in J Primary School in Yinchuan City and puts forward corresponding improvement strategies by using the methods of questionnaire and interview.There are three problems in the implementation of school-based curriculum under the concept of "five-education integration" in J Primary School.First,there is the problem of taking up class hours in the mid-term and final.According to the state regulation,students in grade two and two are not allowed to leave homework,and teachers with "countermeasures" will assign classroom homework and occupy school-based curriculum to write homework.Second,the Chinese teacher body and multiple roles,set psychology,class meeting,labor,calligraphy and other courses in one of the burden is too heavy,some school-based courses did not guarantee the quality and quantity of completion;Third,the various forms of school-based curriculum due to the lack of teachers and funds,the implementation of the incoherent,insufficient development strength and depth,the curriculum is shallow.Fourth,at present,some school-based courses offered by J Primary School are shallow in depth and simple in form,and the classes offered cannot fully meet the learning needs of students.In the face of the above practical problems,this study mainly explores the reasons from the five aspects of higher educational administrative organization,school management,teachers,school-based curriculum and evaluation.First,higher educational administrative departments do not do a good job in the implementation of school-based curriculum supervision mechanism and insufficient funding investment,leading to the shortage of school funding resources and teaching equipment.Secondly,the school management should ensure the reasonable development of school-based curriculum.At present,there is widespread emphasis on "intellectual education" and "only score theory" in the school,some teachers’ education concept lags behind,there are problems such as occupying the school-based curriculum class time to teach the main lesson knowledge or homework,and neglecting students’physical training,moral education,mental health education and guidance,labor skills training and so on.Thirdly,from the analysis of the teachers themselves,the uneven distribution of class hours,the heavy burden of the main course teachers,the low sense of efficacy of teachers,some non-main courses such as mental health,calligraphy and other courses lack of teachers,lack of professionalism.Fourthly,from the perspective of school-based curriculum development,the development of school-based curriculum is limited,it is difficult to effectively meet the learning needs of students,curriculum development does not well through the elements of "five education",the school-based curriculum does not well reflect the"five education integration" education concept.Fifth,from the perspective of curriculum management evaluation,the evaluation mechanism is not perfect,the school-based curriculum has not been included in the evaluation system,which reduces the enthusiasm and participation of teachers in establishing school-based curriculum.The operation process of school-based curriculum,namely school-based curriculum preparation,school-based curriculum implementation,school-based curriculum evaluation and reform need to be improved.On the basis of comprehensive analysis,this study puts forward the corresponding improvement strategies:first,the curriculum should be balanced to reflect the elements of "Five education",so as to achieve the unification of virtue and intelligence with beauty,health with labor and integration of the five education;Second,optimize the curriculum structure,strengthen the integrated design of school-based curriculum,highlight the value function of "integration";Thirdly,in the development of school-based curriculum,schools and teachers should keep sensitive to the educational resources of the school,fully develop and excavate various resources to meet the interests and needs of students;Fourth,the role of teachers is transformed into the developer,practitioner and evaluate of school-based curriculum to enhance the participation and autonomy of teachers in the development of school-based curriculum.Five is to increase the investment in education,to supervise and manage the operation process of school-based class hours;Sixth,establish a guarantee mechanism for school evaluation,promote the participation of multiple subjects in the evaluation and reform of school-based curriculum,and learn from the CIPP model and the concept of effective student evaluation to construct the school-based curriculum evaluation system under the concept of "five-education integration" in J Primary School and study the implementation effect.
