A Practical Research On Social Work Participate In Rural Community Collaborative Governance

Community is the last mile of grassroots governance.In the process of innovating community-level governance,the state constantly emphasizes the role of different subjects such as social work in community governance,forming a pattern of collaborative governance of multiple subjects.At present,the country is promoting the construction of township(street)social work stations,and social work will play a more important role in grass-roots governance.However,there are many problems in rural community collaborative governance,such as the main administration of community governance,insufficient awareness of community self-organization and individual participation,limited participation level,and unsustainable participation of social forces.Therefore,it is of great practical significance to explore how social work effectively participates in community governance and promote the transformation of community collaborative governance for innovate community governance in the new era.W Social Work Station is the first rural social work service station in Hubei Province.Since it entered W Community in 2012,it has developed steadily in the community and participated in community governance for nearly ten years,and achieved remarkable results.Through the empirical investigation of W social work station,this study systematically analyzes the process and effectiveness of W social work station participating in W community governance,and extracts the experience of social work participating in community collaborative governance.The main conclusions are as follows:First,the process of W social worker stations’ participation in community collaborative governance can be divided into three stages.The first stage is the service-oriented governance period,In the beginning stage of collaborative governance,Social workers mainly coordinate with the community,establish a stable partnership,Provide professional services for communities in distress;The second stage has entered the development stage of collaborative governance,Social workers began to realize the importance of fostering multi-subject participation in community governance,Actively cultivate community social organizations and community volunteers,From "three social linkage" to "four social linkage",Promote the formation of community collaborative governance pattern;The third stage has entered the promotion stage of collaborative governance,Social workers began to focus on links to the external resources of the community,Introduce charitable organizations into the community,We will create a coordinated governance pattern featuring the "five communities".Second,W social work station has achieved remarkable results in its participation in community collaborative governance.Specifically,the quality of life in W community has been significantly improved,the cultivation effect of community social organizations has been outstanding,the community volunteer service ability has been improved,the community residents’ community participation awareness and self-management and self-service ability have been improved,and the resources of community development are more and more rich.Thirdly,through the case analysis of W social worker station,this study summarizes three experiences of social work participation in rural community collaborative governance: first,clarify the subjects inside and outside the community and cultivate the community governance subjects to enhance their ability to participate in governance;second,social workers play different roles to promote the completion of community cooperative governance mechanism;third,social workers should enhance their awareness and ability to participate in governance,and build a rural community collaborative governance pattern of "everyone is a participant".Finally,this paper discusses how to further promote social work to participate in the collaborative governance of rural communities and give full play to the collaborative governance function of social work,and puts forward suggestions.
