| Community is the last kilometer of grassroots governance in the period of social transformation.In order to respond to the request of co-building,co-governance and sharing social governance system,the multi-governance community governance model has gradually become the governance choice of urban communities.As an important participant in the community governance pattern,social work has significant professional advantages and development space in the new situation of pluralistic co-governance.However,current social work researches on community pluralism and co-governance mostly focus on conducting micro studies on governance subjects and building theoretical governance models,and lack practical exploration on community pluralism and co-governance model from the overall level of the community,which fails to meet the current practical demand for innovative grassroots governance model.Therefore,guided by the theory of collaborative governance,this study takes J Community,an old community in Jiaxing city,as the research object to explore the practical model of community pluralism and co-governance.Social workers once conducted a participatory study at the social work station of Jiabei Street,Jiaxing City,Zhejiang Province,during which they conducted an in-depth investigation on Jiaxing City’s J Community by intervening in the case of cleaning up oil pollution emissions and blockage of shops along the street in J Community(hereinafter referred to as "Oil Pollution cleaning" in J Community).Social workers combined the literature research method and the participatory observation method,adopted the semi-structured interview method to comprehensively evaluate the service demand and service resources of J community.Based on the evaluation results,from the perspective of collaborative governance theory,they carried out the practice of multiple co-governance with the action idea of "attracting service subjects from outside","increasing community governance power from inside" and "improving professional service ability".The action space of social work in "oil pollution cleanup" in community J is discussed from the perspectives of the government and social work itself,and the "bonding" effect of social work in "oil pollution cleanup" in community J is analyzed based on promoting the "entry" of governance subjects in the practice mode of pluralistic co-governance and promoting the role of governance subjects in the practice mode of pluralistic co-governance.Then,from the aspects of the pluralism of the community governance subject,the coordination of the governance process,the activation of the subjectivity of the autonomous force and the enhancement of the service ability,the practice path of the pluralism co-governance model of the J community of social work optimization is analyzed.Finally,this paper summarizes this study from two aspects,namely the practice process of pluralistic co-governance model in J community and the practice path of social work intervention,and reflects on this study from two perspectives,namely the extensibility of the practice model of pluralistic co-governance in J community and the sustainability of the service effect of the practice model of pluralistic co-governance in J community.It is expected that the above ideas can be verified and solved in future research. |
