The implementation of rural revitalization strategy cannot be achieved without the support of talents.In recent years,the Party Central Committee has issued such policy documents as "Opinions on Further Promoting Support for Migrant Workers and Other People Returning to Their Hometowns and Starting Businesses" and "Opinions on Adhering to the Priority Development of Agriculture and Rural Areas and Doing a Good Job in the Work of "Three Rural Areas"".In order to support all kinds of people to return to their hometowns and start their own business.Among them,the group of personnel includes college students.Through entrepreneurship to promote employment,to promote the development of the rural economy.As the main force of rural revitalization,college students from agricultural colleges and universities have long been oriented to rural economic development and have received education on agricultural expertise and innovation and entrepreneurship.These college students are passionate about the "three rural areas" and have the ability to return to their hometowns to start their own businesses,so they have the unique advantage of starting businesses in rural areas and should provide vitality to rural areas.Therefore,they can make contributions to rural revitalization.However,from the actual situation,the reality of agricultural college graduates returning to their hometowns to start their own business is not optimistic.In view of the current situation that college students are not willing to return to their hometowns,by proposing practical incentive measures to motivate agricultural college students to go deeper into the rural areas and develop them.It will have a certain promotion effect on rural economic development and the implementation of rural revitalization strategy.In this paper,based on the review of domestic and foreign literature on entrepreneurship and returned-home entrepreneurship,combined with the situation of returned-home entrepreneurship and agricultural colleges,and on the basis of the theory of planned behavior and incentive theory,this paper studies the returned-home entrepreneurship willingness and incentive strategies of local agricultural college students.Taking H Agricultural University as an example,firstly,we conducted a survey on the willingness and incentive of returning home to start a business among college students in agricultural colleges and universities,and conducted in-depth interviews with those who have returned home to start a business,the person in charge of innovation and entrepreneurship in colleges and universities,and students who are willing to return home to start a business.Secondly,we analyzed the willingness of college students in agricultural colleges to return to their hometowns to start their own businesses,the overall situation and the implementation of incentive measures.We learned that students in agricultural colleges and universities are not highly motivated to return to their hometowns to start their own businesses,they do not understand the policies.Because the government policies are not in place,the rural infrastructure is poor,the guarantee mechanism is not perfect,and the incentives in agricultural colleges and universities are not targeted,single and inappropriate.Thus,we deeply analyzed the causes of the problems:the government policies are not in place,the entrepreneurial environment is not optimized,the incentives in agricultural colleges and universities are not scientific and precise.The reasons for the problems can be decided into these parts.Government policies are not well publicized,the entrepreneurial environment is not optimized,the incentive measures of agricultural colleges and universities are not scientific and innovative,the curriculum system of innovation and entrepreneurship is not perfect,the construction of teachers is not paid attention to,the concept of college students is difficult to change,the ability is not enough,and the family does not support.And in response to the problems,we propose countermeasures to stimulate college students to return to their hometowns and start their own businesses from three aspects:government departments should strengthen policy implementation,provide financial guarantee,improve rural infrastructure environment,and strengthen policy publicity and policy evaluation system;agricultural colleges should strengthen education incentives,create entrepreneurial atmosphere,set up rewards and punishments,and strengthen local-school linkage;individual students should change their concepts and actively improve their comprehensive quality and ability.Families and society should respond to the national call to support college students to return to their hometowns to start their own businesses. |
