Analysis And Countermeasures Of Fertility Intention Of ShanDong Province

Since the implementation of the basic state policy of family planning,it has played a very important role in the rapid growth of population control.Along with the advance of social and economic rapid development,since the 21 st century,the population of China is facing the new situation,the fertility rate has long been at the low fertility level,young population began to decrease,labor reduced year by year,population aging degree aggravating gradually,affect fertility policy,social environment,great changes have taken place in the domestic and international situation,From the beginning of family planning,China’s birth policy has experienced the adjustment and changes of "double child" two-child policy,"single" two-child policy,"comprehensive two-child policy" to comprehensive three-child policy.As a populous province,Shandong has actively responded to the national policy and adjusted the fertility policy many times to encourage fertility.In terms of the implementation effect of the policy,it has not reached the expected goal of promoting fertility,and the actual effect of the policy is not good.In order to solve the problem of low birth level,need to field investigation,understanding the fertility intentions and influence factors of the child-bearing age group,carefully analyze the current situation,encourage birth difficulties during the process of policy implementation,and according to the influencing factors of reasonable policies to encourage birth policy supporting measures,adjust the current policy on birth control for more effectively provide decision-making reference.This paper takes the population of childbearing age in Shandong Province as the research object,and uses field interviews,questionnaires and access to relevant system data as the main means to comprehensively understand the fertility intention and influencing factors of the population of childbearing age in Shandong Province under the background of current fertility encouragement.Through on-the-spot interviews,questionnaire survey and other data analysis to get first-hand information,combined with relevant literature study found that the current encouraging active birth policy in shandong province to province promotion effect is not obvious the childbearing willing of child-bearing age groups,most of childbearing age group has no response policy,chose to give up another child,and even birth again.In the implementation process of the current fertility policy in Shandong Province,there are some problems,such as weak influence of the policy,imperfect maternal and child health services,unbalanced distribution of educational resources,unspecific supporting measures for fertility,and imperfect employment security for women.In view of the problems and reasons in the process of implementing the fertility policy in Shandong Province,this paper puts forward nine strategies from the perspective of implementing the fertility policy: Guide the change of fertility concept,improve the fertility support policy,strengthen the supply of public resources,and improve the female career security system,so as to promote the implementation of the fertility policy in Shandong Province,enhance the fertility willingness of the child-bearing age group,ensure the birth rate,and slow down the degree of population aging.
