Research On Optimizing Supporting Measures Of The Two-child Policy In Lechang City

The Fifth Plenary Session of the 18 th CPC Central Committee approved the two-child policy come into effect nationwide from January 1,2016.With the development of social economy in our country,due to the increase of child rearing costs,the degree of improvement of medical equipment,the cost of child rearing energy,the impact on women's career and other factors brought by multiple difficulties,there are a lot of concern of having a second child among many couples of childbearing age.At the same time,with the complete release of childbearing couples' reproductive intention stock,a fall in the proportion of new non-only child couples plus the malaise of young people's willingness in marriage and childbearing,the effect of the two-child policy decreased rapidly,and give way to the selective two-child policy,poles apart in prediction of the baby boom blowout in the following years.Under the background of the universal two-child policy,taking Lechang City of Guangdong Province as an example,as "the north gate of Guangdong Province" county-level cities,although these years the city's social economy and urbanization is developing constantly,but local existing supporting measures have kept a lot of couples of childbearing age away.Therefore,this paper analyzes and explores the deficiencies of the existing supporting measures of birth policy in Lechang City by means of interview and questionnaire method.Survey found that although most conforms to have two children of couples of childbearing age fertility intentions have been released,but local women's rights and interests safeguard,birth holiday,maternity insurance,maternal and child health conditions and many aspects,such as preschool education resources supporting measures can not make their fertility intentions into reproductive behaviour,this situation also offers the article should focus on put forward the ideas of perfecting Lechang city fertility policy measures.Through checking and collecting the existing literature,this paper used the literature analysis and contrast analysis of foreign experience in related national advanced fertility security for reference,and rely on the theory of family welfare and holistic governance theory as guidance,puts forward optimized Lechang city fertility policy supporting measures according to local condition,to establish the fertility security system adjust to the local social andeconomic development level,aims to help couples of childbearing age to solve the worries of having a second child,and makes the positive effect of the new fertility policy truly blossom in Lechang City.
