Rural education is "short board" in the development of education cause in our country,rural teachers is the key to solve the problem of "short board",and the rural teacher added as the foundation and the primary part,regulating the quantity and quality of the rural teachers,affects the rural teacher "next to,to retain and a better teacher" the realization of the goal,to balance urban and rural education development and achieve rural education revitalization is of great significance.In recent years,the Chinese government has issued a series of policies,such as special post plan,three branches and one support,government-funded normal university students,and post exchange,focusing on the recruitment of rural teachers.However,there are still some restraining factors in the implementation of the policy,resulting in a certain gap between the implementation results and the expected goals of the policy.Therefore,it is necessary to conduct a comprehensive and in-depth investigation and review of the implementation of the supplementary policy for rural teachers.Taking A County in Henan Province as the research object,this study comprehensively used literature research method,text analysis method and investigation method to investigate the administrative staff of A County education Bureau,rural school leaders and rural teachers,and took the revised Smith policy implementation theoretical model as the theoretical analysis framework.From the policy itself,the policy implementation organization,the target group and the policy environment,the implementation of the supplementary policy for rural teachers in county area is systematically studied.The study found that the implementation of the supplementary policy for rural teachers in A County has some effect,but there are also some problems,which are mainly characterized as: the supplementary channels have expanded,but the implementation effectiveness of different channels is different;The supplementary types are optimized,but there is imbalance among them.The level of supplementary security has gradually increased,but some of the security has not met the required requirements.Based on Smith’s model and from the perspective of the four major factors affecting the implementation of policies,it is found that the reasons for the delay in the implementation of policies are as follows: first,the clarity and rationality of some policies need to be improved;Second,there is too much lag loss in the policy publicity and transmission of information,there is discreteness between the implementation organizations at all levels,and the implementation personnel mechanically;The third is the negative response of the target group,the blocked professional development of teachers,the weak sense of local identity of teachers,and the insufficient participation of teachers in policy implementation;Fourth,the lack of supporting policies,limited economic conditions,social environment unattractive and other constraints on the implementation of policies.Based on the analysis of policy implementation problems and problem attribution,this paper proposes solutions to the dilemma of rural teachers’ supplementary policy implementation.The first is to optimize the policy objectives,the second is to improve the efficiency of the implementation organization,the third is to guide the target group to respond positively,and the fourth is to create a good implementation environment.
