| Hunan Province’s "Seeding plan" policy has vigorously promoted the development of grass-roots social work.With the support and guidance of the government,Q County X social work agency has achieved the goal of "Seeding plan" version 1.0.Completed the work of laying township(street)social work stations in the county.However,as a newly developing social work agency,due to its short establishment time and lack of professional experience and ability,the process of X social work agency from version 1.0 to version 2.0 is not smooth.In the process of transition from administration to specialization,the professional organization role of X social work agenct is in a dilemma.This paper takes the "Seeding plan" policy of Hunan Province as the background,takes the role dilemma of newly developing social work agencies as the research object,and takes X social work agency in Q County of Hunan Province as the research case.By analyzing the development status of X social work agency,this paper expounds the performance of the role dilemma of X social work agency from three aspects: role conflict,role ambiguity and role failure.According to the performance of role dilemma of X social work agency,this paper examines the micro system,meso system and macro system of X social work agency from a systematic perspective,and analyzes the reasons for the role dilemma of X social work institutions from three aspects:grass-roots government,social work agency and the public.It also gives suggestions from three aspects: government management and system construction,agency professional improvement and subject emphasis,social awareness improvement and social network resource integration.It provides a reference for X social work agency and similar social work agencies to clarify their own subjectivity and professionalism,get rid of the dilemma of systematic role,realize the subjective function of "three social linkage" and promote the integrated development of localization and specialization. |
