Vocational education is the cradle for the growth and development of high-quality "Craftsmen of the Nation" and "Skilled Artisans" in China.Carrying out ideological and political education in secondary vocational schools is the logical starting point for building the superstructure of vocational education,and it is also the necessary action basis for implementing the Party and the State’s ruling philosophy of"the Skills Power".As a key course in the ideological and political education of secondary vocational schools,the Ideological and Political Course is designed to strengthen and sublimate the overall quality of secondary vocational students by cultivating their core literacy in Thought and Politic,guiding them to firmly believe in ambitious vocational ideals,remembering the core socialist values,and effectively improving their ideological and professional ethics and other intrinsic qualities.Therefore,giving full play to the foundation of the Course is not only the basic need for the comprehensive development of vocational students,but also a realistic demand for the sustainable development of economic construction in the socialist harmonious society,and an indispensable "booster" in the process of striving to bring about a great rejuvenation of the Chinese nation.Based on this,it is important to construct a targeted evaluation system,make clear the evaluation,feedback and improvement of the Course in secondary vocational schools,improve quality,give full play to its function and enhance the guidance of the mainstream values of secondary vocational students.According to the Grounded Theory and CIPP evaluation theory,this research followed the principles of orientation,scientificity,systematization,and operability.Meantime,the research combined the existing relevant literature,the guiding documents of the Party and the State on education evaluation reform,and the results of interviews with the front-line teachers in secondary vocational schools to construct a preliminary evaluation system of the Ideological and Political Course consisting of 4 primary indicators,11 secondary indicators,and 42 tertiary indicators.Then,the Delphi method was applied to further form an expert consultation questionnaire on the applicability of evaluation indicators.After two rounds of investigation,the evaluation indexes were rigorously selected and revised,the evaluation system was finally structured.Lastly,the consultation questionnaire on the importance of evaluation indexes of the Course was prepared,the judgment matrix of the evaluation indexes was constructed and assigned with the help of hierarchical analysis,and the weight coefficients of all indexes were obtained after detailed steps such as hierarchical(single and total)ranking and consistency test,based on which a comprehensive evaluation score table was established.Besides,given some problems found in the study of the evaluation system,such as "enterprises pay too much attention to students’vocational skills and easily ignore their ideological and political literacy",certain insights were gained.The findings of the research were as follows:(1)The reliability and validity of the consultation questionnaire for specialists on evaluation indicators were good.In the first round of the survey,16 questionnaires were distributed and 15 were returned,with a positive coefficient of 93.7%for experts.In the second round,15 were distributed and all were returned,with an expert enthusiasm coefficient of 1.So in two rounds of research on the applicability of indicators,the positivity of experts consulted was high;the authority coefficient of specialists was 0.8885,indicating that specialists were very familiar with this study field and the results of the consultation were reliable and credible;The coefficient of coordination of experts’ opinions was respectively 0.346 and 0.469,with a significance of 0.000,showing that experts’ views and opinions on indicators had good coordination and reference value.(2)The evaluation system of the Ideological and Political Course in secondary vocational schools included 4 primary indicators:Course Construction Foundation,Course Structure Configuration,Course Implementation Process,and Course Acquisition Effect,11 secondary indicators such as“Course Understanding,Faculty Condition,Management Guarantee,and Teaching Behavior",36 tertiary indicators such as "Precise and Clear Course Orientation,High Degree of Importance to the Course,Targeted Education Targets,Connection with Education Reality and Diversified Evaluation Subjects".(3)In the evaluation system of the Ideological and Political Course in secondary vocational schools,the most important indicator was "Foundation of Course Construction",followed by "Course Implementation Process","Course Acquisition Effect","Course Structure Configuration" was relatively second.(4)Among four dimensions of primary evaluation indicators,"Training Objectives","Faculty Status","Course Content" and "Goal Attainment" had the highest weight;The tertiary indicators with the highest weight in the secondary indicator dimensions included:Clear Educational Philosophy,High Appropriateness of Goal Setting,High Quality and Competence of Teachers,Selection of Teaching Materials in line with Standards,Specific and Perfect Teaching Plans,Practicality of Course Content,Careful Preparation of Lessons,Unity of Knowledge and Action,Attainment of Ideological Goals,and Satisfaction with the Teaching Process.(5)A comprehensive assessment score table for the evaluation of the Ideological and Political Course was formulated in the form of a percentage system,which could transform the quantitative comprehensive assessment scores of the Course into the corresponding evaluation grades of "excellent,good,moderate,qualified and unqualified".The study also found that government,enterprises and schools were the key to decision-making in the high-quality development of the ideological and political Course,and the level of educational synergy influenced appraisal grades of the Course.
