Employment is the top priority related to people’s livelihood,and to solve the employment problem well is to do a good job in the biggest livelihood work.Affected by the new crown pneumonia epidemic in recent years,economic and social development at home and abroad has been hindered,adding more uncertainties to the government’s work to achieve stable employment.Especially in the context of the decisive victory in the battle against poverty and the comprehensive opening of rural revitalization,it is particularly important to consolidate the stable employment of the poverty-stricken population.This article is devoted to exploring the agile governance model of Guizhou Province in promoting stable employment of the poverty-stricken population.It tries to construct an agile governance model for the stable employment of the poverty-stricken population based on the analysis of the relevant content and theoretical framework of the agile governance theory,and then summarizes the agile governance model.Inspiration from the experience,help more groups to stabilize their jobs.First of all,starting from the current domestic and foreign research on stable employment and agile governance,it is found that the current research on agile governance has gradually emerged and spread to the field of social governance.Its governance characteristics have many advantages,using diversified governance subjects and flexible adaptation to governance methods,dynamic governance process,precise and efficient management and other governance features can solve many problems in stabilizing employment.Secondly,on the basis of actual research,it is found that Guizhou Province faces many problems such as structural imbalance of supply and prominent frictional unemployment in the process of stabilizing employment and employment of poverty-stricken people in Guizhou Province.and other problems.Third,under the above-mentioned predicament,relevant employment departments have promoted the stable employment of poverty-stricken people to a certain extent by introducing stable employment policies and taking some measures.However,the problem of asymmetric employment information has not been effectively dealt with.Finally,the article takes Pingtang County’s "Employment Express Smart Platform" as a typical case,and describes the specific measures that Pingtang County has adopted in the process of promoting the stable employment of the poverty-stricken population.The study found that,relying on the "employment express smart platform",Pingtang County adopted the construction of a full-scale database to improve the accuracy of employment information;the advantage of big data technology was used to achieve the accuracy of stable employment governance;multi-party coordination and participation in platform construction reflected governance.Extensiveness of subjects;emphasis on service-driven,reflecting governance adaptability;rapid intervention in the employment process,demonstrating governance flexibility,forming a stable employment agile governance model that fits the characteristics of agile governance.The successful practice and exploration of this governance model enables local government departments to respond to different needs in a more targeted and timely manner in the process of promoting stable employment of the poverty-stricken population,and provides solutions for solving the problem of employment information asymmetry faced by the poverty-stricken population in the process of stabilizing employment.It provides a new solution and ideas,and also provides a corresponding reference experience for promoting stable employment of other groups. |
