After eight years of continuous efforts,China has completed the task of poverty alleviation in the new era as scheduled by December 2020,lifting all the rural population living under the current poverty line out of poverty and eliminating absolute and regional poverty as a whole.This is a huge achievement that has impressed the world.However,it does not mean that China has completely rid itself of the problem of poverty.In the new journey of preventing the phenomenon of returning to poverty,consolidating the achievements of poverty alleviation,balancing urban and rural development and realizing common prosperity,the poverty problem of urban population deserves our attention and attention.In the process of social development,not all social participants can enjoy the dividends of social development.Some groups are "left behind" because they fail to keep up with the changes of economic and social development and transformation,and thus fall into poverty.Some researchers call this part of the group transition poverty.Based on the urban poverty problem under the current economic and social development,this paper uses Giddens’ structural theory and combines the current development situation of China to study the "transitional poverty" group: Taking the poverty-stricken population in urban transition as a representative,it is of great practical significance to analyze its causes and put forward corresponding policy suggestions in a more targeted way for effective poverty management and solving of poverty problems.There are many types of transformation.In order to facilitate the research,the author selected three types of transformation poverty that are common in daily life based on the economic development of the surveyed area,namely,the poverty of the floating population under the transformation of the urban-rural dual structure,and changes in the ownership structure appear.The poverty of laid-off workers and the on-the-job poverty caused by the rise of the tertiary industry.These three types of transitional poverty occur all around us,which can be perceived in our daily lives and are more representative.The author adopts the method of case study to sample the communities in the two main areas of the urban area of N city through the method of intentional sampling.A total of 8 communities and 30 transitional poor people are sampled.Based on the description of the living conditions of these three transitional poor groups,namely economic living conditions,social living conditions,and psychological conditions,combined with Giddens’ structural theory,discuss the reasons for the emergence of urban transitional poverty populations from the structural and individual levels The author hopes to start from this perspective,find an entry point between the macroscopic social transformation and the microscopic individuals,and establish a long-term mechanism for the governance of transitional poverty,the development of employment priority strategies,and the construction of a diversified social poverty reduction network.Put forward the countermeasures to control the urban population’s transitional poverty.The conclusion of the research is that the emergence of urban transitional poverty population in the context of economic and social transition is the result of the failure of the interaction between individuals and structures.Based on the above research results,the author discussed about the question on the issue of differences in the governance of transitional poverty between regions of different development levels and the issue of whether to expand or to improve standards in the development of poverty governance policies.
