In recent years,the problem of aging has become increasingly prominent,cause the high attention of the country and the society,and institutional pensions have received policy support.In particular,the public pension institutions,which are the basic guarantee for the elderly in china,have been fully developed,but they are still unable to meet the current complex and diversified service needs.The unique professional concepts and skills of social work have highlighted the advantages in china’s elderly care service,and china has begun to introduce social work talents to provide professional services.At present,many public pension institutions have set up social worker positions,but due to the lack of comprehensive understanding,the role of social workers is in dilemma and affects the development of professional abilities.This study under the guidance of social role theory,takes H social welfare institution as an example to analyze the role expectations and role practice of social workers through participatory observation and in-depth interviews.To present the role dilemma of social workers,analyze the reasons for the dilemma,and propose solutions.The study found that there are some overlap and differences in the role expectations of social workers.In the specific role practice,social workers play the roles of professional service providers,recreational activity planning and organizers,relationship coordinators,administrative work collaborators,benefit the elderly ideas and policy propagandists,and support network consolidation.Through the analysis of the above roles,it is found that the roles dilemma of social workers are mainly:Unclear roles—the social workers themselves and other members of the organization have unclear understanding of the roles of social workers;Role conflicts—the conflict between multiple roles and tasks,as well as the role expectations of institutional staff,service objects and social workers conflict of roles;Role distance—the gap between expected role and practical role,the distance between multiple role expectations and actual roles.The reasons for the above role dilemma are as follows:First,the social workers’own lack of role building ability,lack of psychological professional knowledge,resulting in an unclear role phenomenon.Second,the vague division of social workers’responsibilities by the pension institutions,the lack of some responsibilities of the social workers,and the lack of communication between the two institutions and the social workers,resulting in the role distance and unclear roles.Third,the government lacks the role guidance of social workers in public pension institutions,the imperfect salary guarantee mechanism of social workers,the immature project cooperation mechanism and the insufficient policy advocacy,resulting in the role of confusion.Based on the analysis of the role dilemma,the following countermeasures are proposed in this study.First,social workers should improve their role building ability,find the right role positioning,and avoid unclear roles and role conflicts.Second,pension institutions should update the role cognition of social workers and standardize the rights and responsibilities of both parties;social work institutions should improve the training and supervision service system;both institutions should to increase support for social workers together.Third,the government should formulate the role norms of social workers in public pension institutions,improve the salary and labor security system to stabilize the team of social work professionals,implement the short-term cooperation mechanism gradually transformed to a long-term mechanism,optimize policy advocacy,and create a good development environment for social work majors.
