Promoting the modernization of the national governance system and governance capacity is the overall goal of comprehensive deepening reform.Public opinion about ecological governance is an important part of the national governance system,and"vulgar compliment",as a communication misconduct in the public opinion field,dissipates mainstream ideology and affects social harmony,and its harmful effects cannot be ignored.This study,through a panoramic discussion,is of certain significance for a comprehensive understanding of this phenomenon,and to a certain extent,is a theoretical supplement to the research on "vulgar compliment",and is of practical significance for reducing the generation of "vulgar compliment",reducing its harmful effects,and improving the governance effectiveness of the public opinion about ecological governance.By comparing of the concepts of "Kelikong","Gaodaquan","vulgar compliment","satire with style" and "positive publicity",the article further defines the concept of"vulgar compliment" as a kind of praising discourse used for the purpose of "advocate socialism",but with problems such as over-exaggerating facts,defying common sense and vulgarizing the CPC’s political ideas and beliefs,thus leading to a communication failure that deconstructs authority.Taking this as a starting point,the paper uses case analysis and interview research methods to summarize the characteristics of the communication process of "vulgar compliment"by taking 20 cases of "vulgar compliment" and 24 interviewees as examples,with the aim of analyzing the causes and consequences of "vulgar compliment" in the public opinion filed and exploring countermeasures and seeking ways to manage"vulgar compliment".As a new theoretical perspective,sense-making theory provides an analytical framework for the study.Firstly,the first three chapters are used to build an analytical framework for sense-making theory and to clarify the object of the study,laying the foundation for the later analysis.Secondly,chapters four and five use the framework of sense-making theory to analyze the causes of the phenomenon of "vulgar compliment" in the public opinion field by using term "context and use",and the term "gap" is used to analyze the impact of "vulgar compliment" in the public opinion field and the term "bridge" is used to analyze the strategies for managing the phenomenon of"vulgar compliment" in the public opinion field.The study concludes that the phenomenon of "vulgar compliment" is caused by the "gap"in the construction of meaning between transmitters and receivers.From the perspective of meaning production,information producers’ incomplete grasp of news facts,poor understanding of the policy of positive publicity,and inaccurate grasp of the value judgment of news are important reasons for its creation.From the dimension of meaning dissemination,the lax content control by information reviewers has contributed to the proliferation of the phenomenon of "vulgar compliment" in cyberspace;from the dimension of meaning acceptance,the differentiation of information receivers’ demand levels has made the phenomenon of "vulgar compliment" exist for a certain audience.Besides,it also has some critical voices,presenting a more negative impact.The paper also concluded that "vulgar compliment" as a negative phenomenon has a great negative impact on society,mainly in three aspects:dissipating the leadership of mainstream ideology,clearing up the guidance of mainstream media,and tearing the cohesion of public values,and that effective meaning construction should be carried out in three aspects:capacity guarantee,mechanism guarantee,and interaction guarantee,to reduce the possibility of generation of "vulgar compliment" phenomenon and the harm of its negative impact.
