Research On The System Of Local Legislative Outreach Offices In China

In November 2019,General Secretary Xi Jinping investigated the Local legislative outreach offices(LLOOs)in Shanghai Hongqiao proposed that we should adhere to,consolidate and develop the LLOOs,unblock the channels of public opinion and enrich the forms of democracy.The report of the 20 th National Congress of the Communist Party of China directly regards “We will improve working mechanisms for drawing on public opinion and pooling the wisdom of the people and ensure that LLOOs are well-run.” as an important measure for the future development of the entire process of people’s democracy and ensuring that the people are the masters of the country.Studying the system of LLOOs in China is essential for fully implementing the spirit of the report of the 20 th National Congress of the Communist Party of China.In response to the current lack of research in the academic community on the system of LLOOs in China,this article innovatively conducts qualitative and quantitative analysis of relevant data on some representative national brands,provincial and municipal LLOOs from a macro perspective,and systematically studies the three elements of the system of LLOOs in China(value objectives,dual subjects,and operational rules),It is believed that the current system of LLOOs in China has three basic functions,namely: highlighting the status of the people as the main body,ensuring the quality of democratic legislation,and enriching democratic practice forms.Based on the current status and achievements of institutional construction,a deep analysis is conducted on the problems existing in its main body,operating rules,safeguard measures,and other aspects.Then,combined with some excellent LLOOs case studies,a basic solution to the problem is formed: in terms of dual subjects,it is necessary to further improve the organizational mobilization ability of the leadership subject and exert the subjective initiative of the participating subject;In terms of operational rules,it is necessary to improve the pertinence of legal system norms,scientifically and reasonably plan contact points,and clarify the boundaries of work responsibilities;In terms of security measures,it is necessary to improve supporting mechanisms,expand diversified feedback mechanisms,and establish collaborative legislative mechanisms.
