Research On The Innovative Practice Of Local People’s Congress From Whole-process People’s Democracy

The report of the 20 th National Congress of the Communist Party of China pointed out that whole-process people’s democracy is the essential attribute of Socialist Democracy,and is the most extensive,authentic and effective democracy.As a platform and carrier for democratic public opinion expression,improving the working mechanism of the National People’s Congress to absorb public opinion and gather people’s wisdom,and leveraging the characteristics and advantages of the National People’s Congress system are of great significance for doing a good job in social governance.This article takes the innovative practice of the People’s Congress of B City in S Province as the research object,based on the theory of people’s democracy and governance throughout the process,and adopts participatory observation and interview methods.Using the three perspectives of the subject,process,and system of whole-process people’s democracy,the article systematically summarizes and sorts out the innovative settings of the People’s Congress of B City in S Province in three places: street councils,legislative contact points,and representative contact stations from the perspective of the subject.From the perspective of the process,the people’s livelihood actual voting is carried out There are three innovative measures: the whole process supervision method and post legislative evaluation.From the perspective of the system,there are three innovative practices: the representative suggestion handling mode,the supervision of local regulations implementation,and the smooth flow of social sentiment and public opinion.Practice innovation is used to improve the process of social governance.On this basis,analyze the challenges faced by local people’s congresses in innovative governance practices and analyze the reasons,mainly including the need to strengthen their own construction,insufficient rigid supervision,and insufficient contact with the masses.In this regard,we should start from strengthening our own construction,improving our understanding of supervision work,and strengthening our connection with representatives to enhance the working capacity of local people’s congresses.
