Research On Grassroots Legislative Contact Points Under The Perspective Of Whole-process People's Democrac

The establishment of grassroots legislative contact points is an effective way and way to orderly expand the ways and means for all social strata to participate in legislation,effectively improve the quality of legislation,make the legislative work more close to the actual "good law and good governance",and will effectively improve the quality of legislation.In the whole process of legislation,legislative contacts at grassroots level have promoted the development of the whole process of people’s democracy,and is one of the important contents of the socialist construction in our country.However,because the legislative contacts at grassroots level are still in their infancy,there are still a lot of problems in all aspects,which we need to discover and solve in practice.Therefore,under the idea of whole-process people’s democracy,how to further improve the grass-roots legislation contact point system has important theoretical and practical significance.In addition to the introduction and conclusion,this paper is composed of five parts.Firstly,part One focuses on the meaning,characteristics and legal policy basis of the current Chinese grassroots legislative contact point.At the same time,the paper analyzes and studies the three stages of grassroots legislative contact points since its establishment,which are divided into "local experiment" stage,"institutional diffusion" stage and "deepening and expanding" stage.The second part is to clarify the whole process of the main performance of people’s democracy,which is characterized by three aspects.Then it discusses four remarkable advantages of the whole process of people’s democracy.The third part emphatically analyses the specific practice exploration of present our country legislative contacts at grassroots levels,through research methods of quantitative analysis and qualitative analysis,to sum up the current operating status of our country legislative contacts,and analyze the function of legislative contacts at grassroots levels.At the same time,systematic research and targeted reference are carried out on the practical achievements of the grassroots legislative contact points in the three regions with distinctive features and achievements,so as to learn their advanced experience.At the same time,13 grassroots legislative contact points set up by Kunming Municipal People’s Congress Standing Committee of Yunnan Province are selected to classify the attributes of 13 grassroots legislative contact points.The fourth part is mainly in the process of current situation analysis,found that the problems of grassroots legislative contact points are mainly concentrated in the selection of points,internal management,system and mechanism.The fifth part mainly aims at the problems of grassroots legislative contact points,puts forward the optimization and improvement measures,and provides feasible suggestions for the sustainable development of grassroots legislative contact points and the implementation of the whole process of people’s democracy.
