Research On The Construction Of Practice Mechanism For The Whole-Process People’s Democracy Throughout Local Legislation

The system of people’s congress is our country’s fundamental system.The people’s congress is the main position to realize the people as masters in our country.Legislation by the people’s congress is an important activity,which concerns the fundamental interests of the overwhelming majority of the people.To uphold and develop the whole-process people’s democracy throughout the legislative process is an overall summary and principled requirement for legislative work in the new era.Compared with the legislative activities of the NPC,the legislative activities of local people’s congresses with local legislative power are closer to and more closely connected with the people.Of course,local legislation should regard adhering to and practicing the whole-process of people’s democracy as the work criteria.As far as the practice of the whole-process people’s democracy in the local legislation is concerned,there are some problems in some places due to the lack of the whole-process people’s democracy in the local legislation,such as:obvious formalism in local legislation;One-sided dependence on the government and its departments;Formalization of public participation in local legislation and so on.The deficiency of the whole-process people’s democracy in the local legislation is mainly reflected in three aspects:first,local legislatures with legislative power do not pay enough attention to the value pursuit of the whole-process people’s democracy;Second,the status of local legislative goal of the whole-process people’s democracy is not clear;Third,the legislative method of the whole-process people’s democracy is not used enough.In order to implement the whole-process people’s democracy in local legislation,we should grasp the following principles at the macro level:adhere to the Party spirit principle of serving the people wholeheartedly;Take the people as the center to respond to the people’s needs for a better life;Adopt legislation tailored to local development needs.At the micro level,democratic practice mechanisms need to be put in place before,during and after the local legislation to ensure public participation in the whole process of local legislation,so as to implement and realize the whole-process people’s democracy of local legislation better.The core content mainly includes the guidance mechanism and research mechanism before legislation,the consultation mechanism and participation mechanism during legislation,and the evaluation mechanism and feedback mechanism after legislation.In the practice of the whole-process people’s democracy in the local legislation,following the principle of implementing the whole-process people’s democracy in the local legislation and implementing the democratic practice mechanism in the whole process of local legislation are crucial to solving the problems existing in the practice of the whole-process people’s democracy in the local legislation.
