Research On Grass-roots Government’s Response To Public Health Emergencies From The Perspective Of Precise Governance

The health of the people is an important subject that should be concerned in any era and society.It is also the bottom line and premise of national development and social progress.Public Health Emergencies not only threaten personal health and life,but also adversely affect social and economic stability.How to deal with Public Health Emergencies has become a global issue of close attention.As an important force to deal with public health emergencies,how to deal with public health emergencies has aroused widespread concern in the society,being at the forefront of dealing with public health emergencies,the degree of precise management of public health emergencies directly affects social stability.Therefore,this paper takes the street office as a specific object of study,discusses its response to public health emergencies in precise governance issues,has great practical significance.Based on the theory of precision governance and the theory of public crisis governance,this paper studies the response of grass-roots governments to public health emergencies from the perspective of precision governance,by using the methods of literature study,participatory observation and interview,this paper analyzes how to deal with public health emergencies from the perspective of precise governance in Z Street office of J City as a case,analysis of the Z Street office in response to public health emergencies throughout the life cycle,a series of measures,such as grid management,propaganda and education,perfect system,investigation and disposal,intelligent service,logistics support,assisting enterprises in the area to resume work,reward and accountability,were adopted in the process from the prevention and control of public health emergencies to response and recovery,although remarkable results have been achieved,through a detailed analysis of the current situation of the Z Street office,it is found that there are loopholes and disadvantages in the mechanism of health emergency response and guarantee in public health emergencies,in the decision-making and deployment of health administrative departments,in psychological assistance,and in the lack of precise and intelligent means,the causes of these problems are analyzed in depth.The main causes of these problems are weak human and material resources guarantee mechanism,lack of precise prevention and control consciousness,lack of psychological assistance,and lack of data management ability of health administration departments.In order to make the grassroots more accurate response to public health emergencies,from four aspects of governance mechanism,governance strategy,governance content and governance means,this paper combs out the countermeasures of improving the grass-roots government to deal with public health emergencies from the perspective of precise governance,it includes cultivating the elites at the grass-roots level,establishing the system of material reserve,establishing the concept of precise emergency management,perfecting the selection and assessment mechanism of Health Administration departments,accurately implementing psychological intervention,and promoting the long-term effectiveness of psychological intervention,strengthen the top-level design of the application software for dealing with public health emergencies,and ensure the safety of personal network information in dealing with public health emergencies.Through the study of this case,it provides countermeasures and suggestions for grass-roots governments to deal with public health emergencies from the perspective of precision governance.
