Study On The Participation Of The Communist Youth League Of District G In The Treatment Of Major Public Health Emergencies

At present,China is in a pivotal phase of socialist modernization.A variety of risks and challenges are continually surfacing.Since the outbreak of SARS in 2003,various public health events that endanger people’s health have continued to occur,especially the 2019-nCoV that broke out at the end of 2019,posing a serious challenge to the national governance system and capacity.Preventing and responding to public health emergencies is a complex and systematic matter,relying solely on the strength of health management departments and local governments is not enough.It is necessary to mobilize all forces to participate in.As the most energetic element in the new era,young people has advantages in age,energy,intelligence,and other aspects,and is an indispensable force in participating in the handling of major public health emergencies.As an assistant and reserve force of the Communist Party,the Communist Youth League plays an irreplaceable role in rallying and organizing young people to provide voluntary services,and gaining hearts and minds of young people for the Party.As a result,The Communist Youth League has the ability and responsibility to share part of the governance functions of major public health emergencies for the Party and the government.Taking the prevention and control of the 2019-nCoV as an example,this paper studies the participation of the Communist Youth League in the handling of major public health emergencies at the grass-roots level by using literature research,questionnaire survey,semi-structured interview and other methods.It is learned that the Communist Youth League organizations in District G still have problems,such as inadequate participation mechanisms,relatively single participation content,lack of improvement in participation capacity,and insufficient participation channels and so on.In the meanwhile,this paper analyzes the reasons for such problems,including unclear functional positioning,insufficient consolidation of grassroots foundation,insufficient in-depth work,and excessive reliance on administrative resources.In the end,this paper proposes improvement measures,such as establish a mechanism system,enhance the combat effectiveness,broaden the working path,and innovate the working mode for the Communist Youth League to participate in the handling of major public health emergencies.This paper aims to improve the ability and level of local Communist Youth League organizations to participate in the handling of major public health emergencies at the grassroots level,and also provide reference ideas for other entities to participate in the handling of such events,thereby making their own contributions to the innovation of social governance systems and the modernization of governance capabilities.
