Collaborative governance is currently a governance model for China to improve the social governance system and build a social governance community.Collaborative governance can not only transform social governance from unilateral government actions to joint actions between the government and other actors,but also emphasizes that by enhancing the capabilities of various actors and the design of a series of coordination mechanisms,it can solve the problem of joint actions in social governance.The issue of synergy among multiple entities.At the end of December 2019,Wuhan Centers for Disease Control and Prevention found cases of pneumonia of unknown origin.This epidemic demonstrated the effectiveness of my country’s concentration of superior forces to handle major events.It also exposed the opaque information and unreasonable resource integration and allocation in the early stage of epidemic prevention and control.,There are rumors and other issues.The coordinated management of public health emergencies can enable multiple entities to participate in the prevention and control of the epidemic,which not only improves the effectiveness of epidemic prevention and control,but also continuously enhances the coordination capabilities of various actors,providing useful exploration for building a community of social governance.This study selects Zhe Jiang Province’s new crown epidemic prevention and control as the research sample.Based on the collaborative governance theory,holistic governance theory,risk governance theory and optimization theory,the analysis framework for the collaborative management of public health emergencies is proposed,and the current Zhejiang Province is discussed accordingly.The actors involved in the practice of coordinated management of public health emergencies,coordinated behaviors,experience gained,and the necessity and reasons of coordinated governance optimization,and proposed an optimized path for coordinated management of public health emergencies.Through case studies,it is found that the role status of most actors is in a process of dynamic change with the prevention and control stage and coordinated behavior,but the government’s role status in it is relatively stable,forming a government-led collaborative governance mechanism.Coordinated behaviors show phased differences throughout the epidemic prevention and control period.On the one hand,cooperative behaviors show a trend of first increasing and then decreasing over time.On the other hand,the frequency of cooperative behaviors in different prevention and control stages is different,which represents The core tasks of prevention and control at each stage are constantly changing.This article summarizes the experience gained in the prevention and control of the epidemic in Zhejiang Province,with strong government leadership,interdependence of cooperating entities,interactive information sharing,big data to provide strong support for epidemic prevention,implementation of responsibility sharing and supervision and accountability,and The prevention and control of the epidemic demonstrates humanistic care;the necessity and reasons for the optimization of coordinated governance of public health emergencies are put forward.Specifically,there are significant advantages of coordinated governance,insufficient coordination of actors,differences in interests between actors,and risk social belts.Structural tensions and the immature administrative ecological environment;then based on the experience of coordinated governance of public health emergencies and the problems in the practice of coordinated governance,it is proposed to optimize emergencies from three aspects: system design,coordination capabilities,and social trust.The coordinated management of public health incidents is expected to allow multiple actors to participate in the management of public health emergencies in an orderly manner through a collaborative governance mechanism based on mutual trust.
