In the context of high-quality development of higher education in the new era,ordinary institutions of higher learning should closely focus on the fundamental task of establishing morality and cultivating people,and establish a high-level talent cultivation system.As an important part of the comprehensive quality training mechanism for college students,the national scholarship policy can effectively stimulate their enthusiasm for learning,enhance their enthusiasm for scientific research,and improve the quality of talent cultivation in universities.In addition to rewarding those with both academic and moral excellence,the national scholarship policy also serves to educate and guide young students to practice scientific research skills,enhance practical abilities,enhance moral cultivation,strengthen ideals and beliefs,and cultivate patriotism.Compared to the exertion of these functions or functions,some universities have some loopholes in the implementation process of the national scholarship policy due to various internal and external factors.Due to differences in regions and subject categories,the implementation of national scholarship policies varies from institution to institution,resulting in different issues,and their contradictions are constantly changing over time and the development of relevant policies.Therefore,it is necessary to investigate,analyze,and discuss based on the actual situation of different institutions.Based on the above views,this article attempts to take the implementation of the national scholarship policy of A School in Wuhan City as a specific research object,and conduct a comprehensive and in-depth discussion on its evaluation rule design,evaluation process management,and follow-up feedback management,in order to further fully exert the various functions of the national scholarship policy.In order to gain a detailed and in-depth understanding of the specific status quo of the implementation of the national scholarship policy of Wuhan University A,and to give full play to the incentive and guidance functions contained in the national scholarship policy,this study,based on the incentive theory(equity theory,expectation theory,synchronous incentive theory)and policy implementation theory,adopts the self compiled questionnaire and interview outline of the Survey on the Implementation of the National Scholarship Policy for University A Students,The demographic characteristics and satisfaction with the implementation of the national scholarship policy were investigated among 336 university students from A school.The results show that: first,in terms of evaluation rules,the specific modules in the national scholarship evaluation rules have insufficient decentralization,emphasis,and incentives,and the quota allocation and evaluation rules do not take into account differences in disciplines and majors;Secondly,in terms of the evaluation process,the early publicity of the national scholarship policy is not comprehensive and detailed enough,and the evaluation process lacks subject participation;Third,in terms of feedback management,there is a lack of timely sharing of the experience of outstanding individuals after national scholarship evaluation,the absence of supervision and management of national scholarship use,the absence of feedback on the implementation of national scholarship policies,and the absence of supervision and oversight of student complaints and feedback after national scholarship evaluation.Based on the specific problems and underlying reasons in the implementation of the National Scholarship Policy for University A students,and in order to improve the effectiveness of the implementation of the National Scholarship Policy for University A students,this article intends to propose countermeasures and suggestions from the following four aspects: First,update the national scholarship policy for university students and the concept of its implementation;Secondly,optimize the design of evaluation rules for the implementation of the national scholarship policy for university students;Third,improve the evaluation process for the implementation of the national scholarship policy for college students;Fourth,improve the follow-up feedback management system for the implementation of the national scholarship policy for college students.
