A Study On The Logic Of Choosing Compensation And Feedback Policy Tools In NIMBY Conflict Management

Urban development is in the renewal stage,showing a continuous increase in national economic growth and urbanization,while how to further balance the relationship between economic development and social equity has become the main proposition of urban development in this stage.Citizens’ awareness of their rights and homes is growing,and the resulting neighborhood avoidance complex makes it difficult for more and more neighborhood avoidance projects to be implemented.The secondary crises caused by the avoidance effect have become a factor that can hardly be ignored to the detriment of public interest and social stability.Throughout the history of governance in China’s neighborhood avoidance scenario,the neighborhood avoidance events that occur at every turn make the neighborhood avoidance projects fall into the strange circle of "a build,a stop",and many public projects are hindered by the construction of neighborhood avoidance conflicts,which has also become the "sword of Damocles" hanging over the heads of governments at all levels.".From the stage of "incremental expansion" to "stock optimization",urban development calls for a more diversified and complex policy tool of neighborhood compensation feedback,which can serve specific and diversified policy scenarios in the remarkable change of urban macro-governance environment,based on the resolution of conflicts between parties.In addition to the goal of resolving conflicts between parties,the policy should also aim to improve the overall effectiveness of the city.In view of this,this paper takes the logic of choosing compensation and feedback policy tools in neighborhood conflict management as the research theme,and selects 80 typical cases of neighborhood conflicts in China between 2007 and 2022 as the research samples based on the principles of wide social influence,multiple participants,complete conflict evolution process,and availability of more complete and detailed information.Using the 303 original statements extracted from the cases to present the selection and use of policy tools as the benchmark,we construct a toolbox of compensation and feedback policy in the management of neighbor avoidance conflicts with authoritative tools,economic tools and information tools as the main contents.We also found that there are problems of "selective incentive" compensation failure,preference for regulatory policy tools,and the dilemma of campaign,lag and disconnected policy choices to be solved.In order to further prove the effectiveness and feasibility of the combination of compensation and feedback policy tools,the combination of compensation and feedback policy tools in the Hangzhou Zhongtai waste-to-energy project and the Connecticut water treatment project in the United States is successfully used to reveal the combination of compensation and feedback policy tools at the micro level to calm the evolution of neighborhood conflicts,at the meso level to promote the completion and operation of neighborhood projects,and at the macro level to The combination of compensation and rebate policy tools has a positive effect on the micro level to calm the evolution of neighborhood conflicts,the meso level to promote the completion and operation of neighborhood projects,and the macro level to realize the renewal and optimization of urban areas.In order to further clarify the factors influencing the choice of compensation and feedback policy tools,the case data were coded at three levels through qualitative research methods,and the 771 original statements collected were extracted to summarize the seven factors influencing the compensation and feedback policy tools in the management of neighborhood conflicts in China,which are exogenous factors(policy objectives,policy context,and characteristics of neighborhood conflicts),endogenous factors(government behavior,government capacity,and policy tools),and endogenous factors(government behavior and preference,government capacity,and policy tools).preferences,government capacity,and policy instrument characteristics),and marginal factors dominated by social forces.By further analyzing the mechanism of the influencing factors of the compensation and feedback policy tools,we construct a comprehensive model for the selection of compensation and feedback policy tools in neighborhood avoidance conflict management,and on this basis,we propose a four-pronged logic for the selection of compensation and feedback policy tools in China’s neighborhood avoidance conflict management,namely,adaptation,balanced coordination,correction and enhancement,and innovation and diversification.In this paper,we propose a four-pronged selection logic for the selection of compensation and feedback policy tools in China’s neighborhood avoidance conflict management.In order to reduce the conditional hindrance in the use of policy tools,and to develop innovative and diversified compensation and rebate policy tools,a long-term mechanism for the benign effect of policy tools is formed.
