Research On Optimization Of The Implementation Path Of Census Policy

The implementation of population census policy can provide practical guarantee for government macro-decision and scientific data support and statistical basis of population policy.From domestic and foreign research,at present,government departments and scholars from all walks of life all attach great importance to and pay attention to the census policy,however,government departments,scholars and the public are more focused on the improvement and improvement of survey methods and the effectiveness of data quality assessment,and there is a lack of research on the whole process of census policy implementation,we can not fully and systematically grasp the whole process of policy implementation.Taking District A of L City as an example,this paper uses case study method to carry out field investigation and face-to-face study on relevant subjects and participants of the implementation of population census policy in District A of L city,based on the survey results and interview data,this paper makes a theoretical analysis on the main effects of the population census policy in Area A,and explores the influencing factors of the implementation effect of the population census policy within the framework of the four factors of the implementation process of Smith’s policy.The research shows that there are many difficulties in the process of implementing the census policy,for example,there are some practical problems,such as the defects in the design of the census questionnaire,the interest game among the executive departments,the uneven quality of the “ Two-member ” team,the insufficient executive ability,the low willingness of the census subjects to cooperate with the registration,the potential risks of information security and confidentiality,and so on.Finally,the author puts forward some suggestions to optimize the implementation of the census policy.This paper combines Smith’s policy implementation process model with policy feedback theory to explore the factors that affect the effectiveness of census policy implementation from four dimensions,the existing research on the implementation of census policy complements the theoretical analysis from the whole process perspective,and provides a theoretical basis for further optimizing the implementation of census policy.
