Study On The Implementation Of The Government Scholarship Policy For Studying Abroad In Jiangsu Province

Studying abroad in China is an important foundation for developing the influence of a major country,promoting the Chinese spirit,shaping the image of China,and promoting global recognition.In addition,doing a good job in studying abroad in China can directly affect China’s vision of building a world cultural power,promoting the implementation of the“Two Centenary” overall strategy,and achieving the historical mission of the great rejuvenation of the Chinese nation.With the continuous deepening of the internationalization of China’s economy,coupled with the current entry into the era of knowledge economy,the globalization of higher education will continue to sweep the world.Competition for global human resources will also be an important way to accumulate human resources in the era of knowledge economy.The formulation of scholarship policies for international students will have a crucial impact on the recruitment of students studying in China and the development of higher education in China.The scholarship policy for international students coming to China aims to attract high-quality foreign students,thereby increasing China’s comprehensive competitiveness in overseas economic exchanges and trade.The formulation and implementation of scholarship policies for international students is an important part of cultivating international students in China.Utilizing the powerful encouragement and guidance functions of scholarship policies,changing the student structure,and stimulating the enthusiasm of international students is of great significance for cultivating excellent international student talents.The “Government Scholarship for Studying Abroad in Jiangsu Province” is established by the Jiangsu Provincial Finance Department and included in the provincial financial budget management of Jiangsu Province.It mainly rewards and subsidizes international students who are knowledgeable,friendly,and have excellent moral and academic qualities to study in Jiangsu.This article takes the scholarship policy of the Jiangsu government for studying abroad as an example,and conducts research on this scholarship policy based on the Smith policy implementation model.Firstly,it elaborates on the background and research significance of the topic selection with the research on the implementation of the scholarship policy of the Jiangsu government for studying abroad as the theme of the paper.It provides a review of the research on domestic and abroad scholarship policy for international students,and clarifies the current implementation status of government scholarship for studying abroad in Jiangsu province.Through in-depth interviews with various groups involved in policy implementation,combined with the Smith policy implementation model,it was found that the lack of rigor in policy design in scholarship policy implementation has led to a decrease in policy implementation efforts,a lack of personnel in policy implementation agencies to reduce policy implementation efficiency,limitations in the individual abilities of the target group leading to poor policy implementation effectiveness,and negative factors in the policy implementation environment leading to increased resistance to policy implementation.The reasons for this have been investigated.Mainly due to inherent flaws in policy texts,insufficient capacity of policy enforcement agencies,limitations in the target group’s own cognition,and weak policy environment construction.Finally,targeted improvement suggestions were provided from the four dimensions of the Smith policy implementation model,including idealized policies,executing agencies,target groups,and policy execution environment.These included refining policy content,clarifying scholarship evaluation standards,introducing policy evaluation rules to enhance policy flexibility,increasing the number of personnel in executing agencies to improve personnel quality,establishing a scientific management mechanism,and increasing the publicity and breadth of scholarship policies,track and manage the use of scholarships,strengthen the promotion of the necessity of internationalization of higher education,and expand funding sources.
