| Community public affairs governance is the foundation of social governance and concerns the needs of the people for a better life.The 20 th National Congress of the Communist Party of China proposed the goal of establishing a "shared responsibility,joint responsibility,and shared enjoyment" social governance community,highlighting the attribute of responsibility in community public affairs governance.In community public affairs governance,the traditional "solo dance" governance model dominated by the government and community residents’ committees weakens the residents’ governance responsibility and is difficult to meet the expectations of modern social governance.The multi-party cooperation and governance model of community governance requires the government to actively guide residents to assume governance responsibilities and achieve effective cooperation.Therefore,exploring the process of responsibility sharing between the government and residents not only has ample reference significance for achieving effective governance of community public affairs but also provides valuable experience and beneficial enlightenment for building a social governance community.This article selects the "self-renovation" practice in the Z old community of Chengdu as a research case and combines other field investigation materials and literature materials to restore the responsibility dynamic adjustment process among the government,community residents’ committees,business committees,and residents in the process of the Z old community renovation project from proposal to promotion.Following the time order from the occurrence of the event to the end and the empirical thinking from facts to theory,the article elaborates in detail the dynamic process of the government guiding residents to change from relying on the government to "not relying on the government" and smoothly promoting the implementation of the project from shelving to pilot.Through this study,the article attempts to explain the responsibility logic behind the cooperative governance of community public affairs,namely,the responsibility generation path among governance subjects and the responsibility coupling mechanism among governance subjects.Based on the case analysis,the author concludes that the responsibility generation path of governance subjects in community public affairs governance is manifested as a chain of "responsibility imbalance-responsibility allocation-responsibility sharing." In this process,the government,community,and residents show different dynamic responsibility logics,specifically,the government’s responsibility changes from "unlimited" to "limited," community governance responsibility changes from "powerless" to "powerful," and residents’ autonomous responsibility changes from "rejection" to "internalization." The specific mechanism for achieving the shared responsibility of governance subjects lies in:first,negotiation is the premise for clarifying governance subject responsibility;second,autonomous space is the key to clarifying responsibility boundaries;and third,community identity is the driving force for governance subjects to reach consensus on responsibility. |
