Since Community Governance has been written to the Partys programmaticdocument on the Eighteenth Party Meeting，Party and government attach greatimportance to social organization functions. Third Plenary Session of the18th CCPclearly proposed that Social Organization bear part of appropriate public services. Itis very important to let society organizations to participate in community governanceand help the government to share the management responsibility. Interactiverelationship building between the government and social organizations is a key factorin the effect of governance.
