A Study On The Responsibility Sharing Mechanism Of Urban Community Governance

With the continuous advancing of reform in all areas, especially the reforms of administrative system, streamlining administration and delegating powers, transforming the government functions, stimulating the vigour of market and society become the labels of reform. Social groups and people’s requirements are becoming more complicated, which cause the increasing of social problems. As basic units of urban society and social construction, urban communities are facing more complex challenges. Under the traditional management system, community management exposes many problems, including the administrativization of the overburdened communities, the abuses of government’s functions, which leading to inefficiency, the lack of participation of economic organizations and NGOs. At the request of innovation of social governance system and promoting the modernization of national governance system and governance ability, straightening out the city community governance system, expanding democracy at the grassroots, enriching the content of city community construction become important topics.Donglu community in Chongqing explored a way of responsibilities sharing in community governance. According to the nature of the community affairs, they divide them into three kinds, great affairs, petty affairs and private affairs. Each kind of affairs belongs to different governance body and has different ways of governance. This measure provides a reference for the urban community governance path. Based on the research of theory and practical experience of community governance at home and abroad, this article analyzes the dynamic factors from three perspectives which including personal appeal, social participation and government management. Then the article chooses Donglu community as a case to study, analyzing the measures、values and problems in community governance. At last, the article puts forward some suggestions to perfecting responsibilities sharing mechanisms in community governance. They are transforming government function, promoting the government to purchase public services, dividing community affairs reasonably, distinguishing functional boundary scientifically, carding governance relationships, establishing financial guarantee and financial resources, strengthen the construction of the community talent team.Meanwhile, the article holds the view that community governance is a long-term project, we must adjust measures to local conditions, rather than using the same way. The ideal state of responsibilities sharing in urban community governance should be cooperative governance among government departments, market departments and social departments,they share responsibilities but not separate responsibilities.Only in this way, the practice of responsibilities sharing in urban community governance will keep sustainable development.
