"Between Public And Private":The Relationship Between Households And Villages In The Governance Of Village Public Affairs And Its Adjustment

The key and difficult points of national governance are at the grass-roots level,while the key and difficult points of grass-roots governance are in the countryside.Village public affairs governance is an important part of grass-roots governance,which is directly related to the implementation of rural revitalization strategy and national development.The No.1 central document of the Central Committee in 2022 also emphasizes that rural governance should be improved by highlighting effectiveness.In the process of accelerating the modernization of the national governance system and capacity,and against the background of many old and new problems between village cadres and villagers in rural areas of China in the new era,it is of certain practical significance to do a good job in the construction of household village relations,give full play to the participation of villagers as the main body,and achieve joint construction,common governance,and sharing.This article focuses on the two main bodies in village governance-villagers,village committees,and research objects.It selects the site selection and construction event of the garbage dump in Village H in southern Anhui Province as a case study.Through field interviews,literature research,and other methods,it deeply describes the entire event,and explores the relationship behavior and logic behind the two main bodies in the event.Through the process event analysis method,the author presents the interactive process of "conflict" between villagers and village committees,from "forced compromise" to "conflict resurgence",and then to "joint construction" in the event of garbage station site selection.Through this study,the author attempts to explain the relationship between villagers and village committees,namely,the relationship between household and village relations and the governance of village public affairs,and explores the governance of village public affairs from the perspective of household and village relations.Research shows that the essence of the relationship between households and villages is the coordination of household rationality and public rules.Based on their own household rationality,villagers do not seek to maximize household interests,but also need to compromise on village public rules.When it does not involve their own interests,villagers rarely participate in the governance of village public affairs,and all matters in the village are decided by the village committee.When it comes to their own interests,villagers will stand up to defend their own interests.There is an inherent logical relationship between the relationship between households and villages and the governance of village public affairs,that is,the quality of the relationship between households and villages directly affects the effectiveness of the governance of village public affairs,and the governance of village public affairs will in turn affect the relationship between households and villages.The better the relationship between households and villages,the better the governance effect of village affairs,the better the governance of village public affairs can bring benefits to villagers,and the relationship between households and villages will also become better,and vice versa.In the process of adjusting the relationship between households and villages,the village committee has always grasped the initiative of adjustment,influencing the relationship between households and villages through various decisions and behaviors,thereby affecting the effectiveness of village public affairs governance.The mechanisms for village committees to adjust the relationship between households and villages mainly include emotional connection,procedural democracy,and horizontal communication.The village committee is constantly trying to adjust the relationship between households and villages through transformation strategies,thereby promoting effective governance of village public affairs.
