Research On Villagers’ Participation In Village Affairs Management In The Context Of Effective Governance

To revive the nation,the countryside must be revitalized.The rural revitalization strategy is a major strategy to implement the concept of "common prosperity",a profound manifestation of our party’s concern for the people,and a global and historical task related to the comprehensive construction of socialist modernization.The key to rural revitalization lies in rural governance.Rural governance is the cornerstone of social governance in China,and to a certain extent,it affects the overall level of national governance and the process of modernization of national governance.Effective rural governance is an important part of the rural revitalization strategy.Good rural order and social atmosphere are the foundation and prerequisite for prosperous industry,civilized countryside,livable ecology and rich life.The construction of the countryside is an important direction to realize the rural revitalization strategy,and doing a good job in the "three rural areas" is a key point in the modernization of the countryside.The peasants are not only important participants in the effective governance of the countryside,but also important beneficiaries of the rural revitalization strategy.Therefore,to promote rural revitalization,we must adhere to the status of people’s main body,mobilize the enthusiasm and creativity of villagers to participate in rural governance,let the people take the initiative in rural governance,truly reflect the advantages of the system of mass autonomy,promote the implementation of rural revitalization decisions,and promote villagers’ self-management,self-education and self-service.The research object of this paper,C street,is a combination of urban and rural areas,with the real situation of serious population outflow and poor participation in self-governance,and the villagers live in high density and the overall area is small to facilitate the research.The villagers of C street are used as the case study object to find out the problems in the actual situation of participation in village affairs management for the reason analysis.Through the questionnaire survey,it was found that there are problems such as insufficient number of people participating in village affairs management,insufficient capacity,imperfect guarantee mechanism,single channel of participation,and lack of effective guidance from the township government in C street.The analysis revealed that the causes are weak labor force absorption in C street,low cultural literacy of villagers participating in village management,weak villager autonomy,inadequate supervision mechanism,insufficient application of modern information technology,and mismatch of power and responsibility between township government and village committee.This paper puts forward countermeasures to optimize villagers’ participation in village affairs management from five aspects.First,strengthening the construction of grassroots organizations and playing the guiding role of township governments;second,strengthening the basic quality education for villagers to enhance their awareness and ability to participate;third,broadening the channels for villagers to participate in village affairs management;fourth,improving the system of democratic supervision mechanism for villagers’ participation;and fifth,developing the collective village economy to attract high quality people to participate in village affairs management.
