Research On Villagers Participating In Village Governance

Since the reform and opening up,great changes have taken place in rural China,But it should still be seen that the dual urban-rural structure still exists,and the gap between rural areas in different regions is still very large,the village is still a shortcoming of China’s social development.At present,there are many problems in village governance,among which the problem of insufficient participation of villagers is particularly prominent.For example,there were 172.66 million migrant workers across the country in 2018.Obviously,these migrant workers cannot effectively participate in village governance due to time and space constraints.Therefore,studying in which villagers participate in village governance is of great practical significance for promoting the modernization of village governance systems and capabilities.This article explores effective ways to improve villagers’ participation in village governance through the case of W Village’s Village Revitalization Plan.At first,the description of the village governance background leads to the theoretical and practical significance of this article;It summarizes the research status of villagers’ participation in recent years by domestic and foreign experts and scholars,and generalizes relevant practical problems and lessons learned and suggestions.This article introduces the concepts of political participation,villager participation and rural revitalization strategic planning in detail,and takes governance theory 、deliberative democracy theory and stakeholder theory as the theoretical support points of this article.Secondly,the article uses the village revitalization planning of W village as an example to briefly describe the village situation of W village;It explains the methods of villager participation and Degree of Villager Participation in W Village from the two stages of planning decision-making and preparation;The problems existing in the process of villagers’ participation in village governance are explained from four aspects and the reasons for the above problems are analyzed from the internal and external conditions.Finally,it proposes a perfect way to effectively enhance the participation of villagers from the three aspects of model design,technical improvement and security system.The first is to build a full participation process and improve the village governance system;the second is to accelerate the construction of rural informatization and strengthen the participation of villagers in training;The third is to improve the laws and regulations system,consolidate the material basis for villagers to participate,strengthen the building of grassroots organizations,and improve the multi-level governance system.
