Research On Rural Governance Participation Of The New Able Villagers In T Village

The imbalance between urban and rural development is a major problem affecting the modernization of the country.The new rural construction and the strategy of rural revitalization put forward by the Nineteenth National Congress of the Party are all aimed at solving the "three rural problems" and realizing the modernization of the countryside.Promote the coordinated development of urban and rural areas.To realize rural revitalization,we should constantly promote technological innovation,industrial innovation,governance innovation,talent innovation,and so on.In 2018,the first document of the Party further proposed to comprehensively promote the strategy of rural revitalization,increase investment in resources,gather all elements,reverse the one-way flow of rural population to cities,and realize the prosperity of popularity and industry.Promote urban radiation to rural areas,guide urban resources to rural return.Talent resources are the key factors to promote rural construction and development.In recent years,this group of Xinxiang Xian has attracted the attention of scholars and the attention of the state and society.Local governments have issued relevant documents to attract the entry and return of Xinxiang Xian,pay attention to the cultivation and mobilization of this group,and then promote the modernization of rural governance.This paper takes T village in Hunan Province as a case study,takes elite theory as the theoretical basis of the study,analyzes the theoretical basis and function of Xinxiang Xian’s participation in rural governance,and studies the path of Xinxiang Xian’s participation in rural governance.In view of its existing problems,put forward targeted suggestions and countermeasures.Chapter one introduces the historical evolution of Xiang Xian and the stock and category of T village Xinxiang Xian.Chapter II,with the help of interviews with local Xinxiang sages,combs the existing path of Xinxiang sages participating in rural governance,and learns that T Xinxiang sages participate in rural governance mainly through the following ways: dredging communication channels and constructing democratic politics;Economic participation: integrating internal and external resources and strengthening industrial construction;Cultural participation: inheriting excellent traditions and constructing civilized countryside;Social participation: promoting rural governance and building beautiful villages.The third chapter,through the analysis of Xinxiang Xian’s existing participation environment and path,finds that Xinxiang Xian’s difficulties in participating in rural governance are manifested in the following aspects: one is the lack of formal regulations,the other is the lack of motivation to participate.The fourth chapter analyzes the causes of Xinxiang Xian’s participation in rural governance,and puts forward some suggestions.As far as the government is concerned,the system support is not enough,the system mechanism is not smooth,and the ability to coordinate the conflict between the Xinxiang and the village committee is insufficient;as far as the society is concerned,the following problems exist,the recognition of the Xinxiang in the villagers is insufficient,the hollowing of the countryside is lacking,and the cultivation mechanism of the Xinxiang is lacking.The fifth chapter puts forward some countermeasures and suggestions in view of the deficiency of Xinxiang Xian’s participation in rural governance.One is to continuously improve the environmental construction of Xinxiang Xian’s participation in rural governance,the other is to strengthen the system construction of Xinxiang Xian’s participation in rural governance.By studying the path of T village Xinxiang Xian’s participation in rural governance,it is concluded that the ways of participating in rural governance are diverse and play an irreplaceable role in the process of rural governance,but their role is carried out under certain environment and conditions.This requires all subjects to strengthen communication,perform their respective duties,work together to build the modernization of rural governance,better play the role of Xinxiang Xian in rural governance.
