| The subsistence allowance policy,as an important component of social welfare measures,plays an important role in reducing the living pressure of rural impoverished populations,improving their income level and consumption ability.This paper mainly studies the implementation effectiveness,existing problems,and reasons of the rural minimum living guarantee policy in T Town,and proposes corresponding countermeasures and suggestions.This study collected rich data and conducted a comprehensive study using qualitative and quantitative analysis methods.This study first introduces the background and relevant theories of the minimum living guarantee policy,and summarizes the current research status of rural minimum living guarantee policy at home and abroad.Then,it elaborates on the research content,methods,and technical route in detail,laying the foundation for subsequent research.Subsequently,the basic concepts of the rural minimum living security policy and Smith’s policy implementation theory are introduced,exploring the environmental factors of policy implementation,the relationship between policy formulation and implementation,and the roles and responsibilities of policy implementers.Afterwards,the basic situation of T town was introduced.Then,a detailed analysis was conducted on the implementation status of the rural minimum living guarantee policy in T Town,including income accounting,minimum living guarantee application process,dynamic management,and the situation of the executing entities.At the same time,the effectiveness of policy implementation was evaluated,with special attention paid to the coverage rate of subsistence allowances and the improvement of poverty levels.By designing a survey questionnaire and interview outline,a survey was conducted on the participants of the rural minimum living guarantee policy in T Town.The problems in the implementation process of the policy were analyzed,including inaccurate income accounting and living condition evaluation,inadequate dynamic management,low service quality of staff,and negative public perception of the policy.At the same time,in-depth analysis was conducted on the reasons for these issues,and finally,countermeasures and suggestions were proposed to optimize the implementation of the minimum living security policy in rural areas of T town.Specific improvement measures have been proposed in terms of improving staff efficiency,increasing public awareness of policies,improving policy formulation,improving supervision and inspection mechanisms,strengthening the capacity building of executing entities,and strengthening policy promotion.Finally,summarize the main conclusions of the study and point out the shortcomings of the study.At the same time,potential research directions in the future were envisioned and prospects for further in-depth research were proposed.The following conclusions have been drawn from this study: the overall effectiveness of the implementation of the rural minimum living guarantee policy in T town is good,and the coverage rate and poverty level of the minimum living guarantee recipients have been improved.However,there are still some issues in the policy implementation process,such as inaccurate income accounting,inadequate dynamic management processes,and low service quality of staff.These problems mainly stem from deviations in policy formulation,inadequate supervision mechanisms,insufficient execution of the executing body,and inadequate policy promotion.Based on the above conclusions,this study proposes a series of countermeasures and suggestions to optimize the implementation of the minimum living guarantee policy in rural areas of T town.This includes strengthening the training and management of staff,improving work mechanisms,and strengthening assessment and supervision to improve work efficiency.At the same time,we will strengthen policy promotion efforts,enhance the public’s positive awareness of the policy,guide the media to promote positive energy,and establish a positive image of the subsistence allowance policy.In addition,this study also emphasizes the scientific nature of policy formulation,communication with the public and relevant institutions,and the sound and perfect supervision and inspection mechanisms.In addition,it is recommended to strengthen the capacity building of the executing entities,including regular training and increasing the number of personnel.Finally,the importance of policy promotion was emphasized,and it was necessary to improve the promotion mechanism and carry out targeted promotional activities. |
