If the country is tu be revitalized,the countryside must be revitalized,but the transfer of rural human resources and the loss of talents limit the rural economic and social development.To revitalized the countryside,it is inevitable to face the problems of "agriculture,rural areas and farmers",which are slow development of agriculture,imperfect rural infrastructure and low income of farmers.The key to solve the problems of "agriculture,rural areas and farmers" lies in the construction of practical talents in rural areas.Practical talents in rural areas are the driving force to promote the development of rural economic society,the brain trust and promoter of agricultural modernization,the builder of rural urbanization,and the service provider of peasants’ citizenization.Rural practical talents have built a scientific and technological bridge for towns and villages,promoted the flow of resources between urban and rural areas,and built a good team of rural practical talents is needed by The Times and the society.For the realization of the well-off society in an all-round way,countries in poverty engines to rural invested a lot of financial and material resources and manpower,make comprehensive poverty alleviation in China,into rural revitalization of the stage,in order to make no Chinese out of poverty region,countries in such aspects as industrial support also spend a lot of money and manpower,the revitalization of rural support without a lot of talents,The rural practical talent team is not a single talent with certain skills,but a talent group integrating planting technology,technical service,post transfer skill service,social service and so on.The construction of rural practical talents team provides various technical talents and service talents for the development of rural areas,which can not only guarantee the supply and marketing of agricultural products,but also improve the social environment in rural areas and improve the life happiness of farmers.This study takes the rural practical talents team of Lipu city as the research object.On the one hand,lipu city has certain advantages in administrative sense as a county-level city;on the other hand,Lipu city has a good private economic foundation and characteristic agriculture.Research based on statistical data,questionnaire and interview data analysis.It is found that there are some problems in the structure,evaluation mechanism and policy system of the rural practical talent team in Lipu City.From the human resources,environment,talent view,policy system four aspects of the reason analysis.According to the human resource theory and incentive theory and combined with the experience of the situation of Lipu city at home and abroad,this paper puts forward some suggestions,such as establish scientific talent view,perfect talent evaluation mechanism,perfect policy system,so as to promote the construction of practical talents in the countryside of Lipu city and the sustainable development of the rural economy and society of Lipu City.The last part is the summary and prospect of this study.In view of the shortcomings of this study,suggestions for further improvement and contents that need further research are put forward. |
